About the Role: The NSRS (NATO Submarine Rescue System) Rescue Operations Manager (ROM) plays a key role in the delivery of operational capability of NSRS in the rescue readiness and operation of the NSRS Rescue System. Supporting the In-Service Support Manager, the ROM will be responsible for the readiness for operations of the system including the Manpower and Training components. The ROM will direct and lead the mobilisation of the system and conduct operations at sea adhering to JFD policies, processes and procedures The role will have direct reports from the wider NSRS core team and will work with the NSRS Maintenance Manager to assure readiness to deploy. The role will be responsible for tasking suppliers working at JFD, customer or other sites and also may have to provide support and/or deliver projects globally therefore, travel to global locations will be required. Key Duties & Responsibilities: Accountable to the NSRS In Service Support Manager To provide, operate, deploy NSRS at the defined readiness states and be on call at “Rescue Ready” and “Safe to Operate” status, trained current, competent as required of the Service. Responsible for the NSRS exercise planning and delivery of the operational programme. Provide input to all NSRS management plans along with operational input attending meetings as required by the ISSM to support NSRS business aims and objectives and the customer. Deliver the operational capability of the NSRS and ensuring this is followed in accordance with the relevant operations order, within the constraints of the safety of all personnel and the submersible and within the operating limits laid down for the MOSHIP, handling system and submersible - this includes preparation and planning for all operational/maintenance activities in conjunction with the Maintenance Manager. Onshore at NSRS HQ - provide leadership and ensure personnel management and motivation of all submarine rescue operational personnel. Implementing the Safety & Environmental Management System (SEMS) policy both within the company and with the vessel owner’s safety management system. Conducting a pre-operational briefing with the clients’ representatives and whole operations team so that all concerned are familiar with the purpose of the operation, proposed method of achieving its completion and the personnel filling key positions within the team -specific emphasis will be placed on the safety of the operations, go-no go criteria and lessons identified from previous or similar operations. Ensures that the operations team remains current, competent and medically fit in Individual and Core team training, this includes oversight of contractor and subcontractors allocated to support NSRS. Skills & Experience: Qualified Manager/Supervisor in either diving, ROV or manned submersibles Experience in a SERS related Supervisor role would be ideal Significant experience working in commercial underwater operations or military submarine operations would be an advantage Experience of legal statutory instruments and certification for offshore and inshore subsea operations. Familiarity with quality systems (ISO 9001) Experience of hyperbaric activities Experience of maintenance of diving, ROV or submersible systems Be familiar with working to marine and defence standards Previous experience of commercially sensitive projects Full clean driving licence Security Clearance Ideally you will have the following experience: Previous experience of commercially sensitive projects Knowledge of Lloyds Rules for Submersibles Public Service/defence/offshore background (Desirable) Familiar with international Quality and Safety standards (ISO 9001, 45001 etc.). Familiar with working to facilities and defence standards (DEFSTAN etc.).
