Transforming our estate for the future
Estates are at the centre of the government's plans for transforming the NHS. The NHS Long Term Plan outlines the need to 'accelerate the redesign of patient care to future-proof the NHS for the decade ahead.'
We have big ambitions, such as becoming the world's first net zero carbon national health system by 2040, setting global standards for healthcare providers, building 40 new state-of-the-art hospitals, and channelling significant additional investment into the wider acute, community and primary care to accelerate community-based care for patients.
The NHS Estate covers 25 million m of hospital estate including acute, community and mental health care settings. With million NHS staff working across 17,000 buildings, including 1,140 hospitals and 7,500 primary care sites, our c100k staff are responsible for maintaining and running all estate and facilities services across all of these sites.
With £4 billion of operational capital funding and annual expenditure of £10 billion across estates and facilities management, there's scope to make real change across our estate.
Main duties of the job
The National Estates Capital and Transactions team provides expert support in respect of assurance of estates business cases (capital & subsidiary), PFI, ProCure 23 construction framework, capital input into capital strategies and spending review along with supporting the estates team in respect of broader activities where expert capital, assurance or transactions support is required. We are a busy team with a diverse portfolio of work, having assured cases with a capital value over £3 billion in 2023/24.Reporting to the National Estates Capital and Transactions Lead this post is one of a team of four assuring capital and other estate transaction business cases requiring national approval and acting as estates keyholder for business cases covering all aspects of estates and associated elements of business cases working closely with DHSC commercial team, regional estates colleagues and other national keyholders.
As part of the team you will also support development of national guidance in respect of business case assurance such as leading on the review of estates elements of the business case checklist or other standard documentation.
Qualified in a relevant discipline with experience of working in a senior project appraisal or transaction role and have estates related experience.
You'll have communication skills to build trusted relationships with colleagues. You will be able to translate technical information into clear concise reporting, documentation, and advice.

Essential
1. Qualified estates professional or experience of working in a senior project appraisal or transaction role.
2. Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
3. In depth, extensive and expert knowledge acquired over a significant period of time of specialist NHS estates areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
4. Subject matter expertise across a number of key areas relating to estates costing and appraisal
5. Detailed knowledge of NHS Finance
Skills & Experience
Essential
6. Proven and significant leadership experience and/or formal management qualification
7. Evidence of post qualifying and continuing professional development
8. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
9. Should have an appreciation of the relationship between the Department of Health, the NHS England and individual provider and commissioning organisations.
10. Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements.
