Job Details JobMatcha are recruiting for the Sector Commercial Manager which will be responsible for the commercial delivery of a portfolio of Healthcare PFI Hard FM contracts, ensuring contractual compliance, commercial controls, and operational alignment across maintenance, lifecycle, and CAPEX works to increase profitability. Operating within a matrix reporting structure, the role requires reporting directly to the Operations Director while maintaining a functional reporting line to the BU Commercial Manager. This individual will also work closely with the BU Procurement Manager and Financial Controller to ensure robust procurement practices, financial accuracy, and contractual compliance. They must take ownership of delivering results, including the recovery of contractual entitlements, while effectively delegating tasks to operational and project teams. Key Responsibilities: Commercial and Contract Management • Oversee all commercial aspects of a portfolio of Healthcare PFI Hard FM contracts, ensuring compliance with contractual obligations, including payment mechanisms (e.g., SFD/SFP calculations). • Ensure the recovery of all contractual entitlements, identifying and pursuing opportunities for financial recovery under the contract terms. • Lead the commercial strategy in region for lifecycle, maintenance, and CAPEX works, ensuring robust governance and compliance. • Resolve contractual disputes and challenges, leveraging strong contractual knowledge to mitigate risks while maintaining positive client relationships. Procurement Management Work closely with the BU Procurement Manager to ensure all procurement activities align with contractual requirements, governance standards, and company policies. Lead commercial input into procurement decisions, including subcontractor selection, pricing, and contract negotiation. Ensure competitive and cost-effective procurement practices to support lifecycle, maintenance, and CAPEX project delivery. Monitor supplier and subcontractor performance, ensuring compliance with agreed terms and delivery standards. Collaboration with Financial Controller Work collaboratively with the Financial Controller to ensure financial accuracy in reporting, forecasting, and cost control. Align commercial priorities with financial goals, including the timely recovery of entitlements and management of financial risks. Support the preparation of financial forecasts, budgets, and project performance reviews to ensure accurate reporting. Collaboration and Team Leadership • Collaborate closely with Project Managers to ensure projects are resourced appropriately, delegating responsibilities while remaining accountable for outcomes. • Provide guidance and support to project and operational teams, stepping in to resolve significant issues when necessary. • Lead by example to foster a culture of accountability, ownership, and proactive issue resolution across the team. Financial and Performance Management • Ensure Service Failure Deductions (SFDs) & Service Failure Points (SFPs) are calculated, reviewed and applied accurately in accordance with the Payment Mechanism ( Paymech) • Ensure accurate and timely financial reporting, including forecasting, budgeting, and cost control. • Ensure processes and procedures are in place to drive the recovery of financial entitlements under the contract, including variations, claims, and performance mechanisms. • Ensure processes and procedures to proactively manage Work in Progress (WIP), outstanding debt, and financial risks, ensuring targets are achieved and act as a point of escalation • Review and challenge project forecasts, lifecycle budgets, and CAPEX plans, ensuring alignment with company and client objectives. Stakeholder and Relationship Management • Act as the primary commercial point of escalation in sector for internal and external stakeholders, including clients, subcontractors, and BU senior leadership team. • Build and maintain strong relationships with key stakeholders including, projects commercial leads, the BU Procurement Manager, Financial Controller, and Project Managers, to ensure alignment of priorities and goals. • Represent the commercial team in client meetings, negotiations, and high-level discussions, ensuring procurement and contractual entitlements are addressed and recovered where applicable. Competencies and Requirements for the position: Educational Background • Degree in Quantity Surveying, Commercial Management, or a related field demonstrating effective transition to commercial management. • Professional memberships (e.g., RICS, or equivalent) are desirable. Experience • Minimum 10 years’ experience as a Sector Commercial Manager within the PFI/PPP or FM sector, with healthcare experience preferred. • Strong experience working collaboratively with procurement and finance teams. • Proven track record of managing multiple projects, ensuring successful entitlement recovery and procurement compliance. • Demonstrated ability to balance accountability with effective delegation and leadership.
