How you'll make a difference
If you strive to enable change and support strategic procurement initiatives, then this could be the job for you! Reporting to the Service Director, Finance, you will manage a team of two people with a remit to drive savings, whilst maintaining quality supplier contracts. Business partnering with colleagues across all stages of the procurement cycle you will support procurement planning, market analysis, tendering, evaluation and contract management and also responsible for ensuring that procurement activity is compliant with Government Procurement Law and the council’s contracting rules.
The council has three departments, each of which has its own procurement hub who are responsible for managing all procurement activity within their department. You will be responsible for the management of the Resource and Business Change department procurement hub, leading on major procurement projects across a range of diverse categories such as information technology, property management, human resources services, catering and finance.
What you will be doing
* You will lead procurement and contract management improvements across the whole council, working closely with procurement teams across the council and neighbouring authorities to share best practice and exploit opportunities for collaboration.
* It will be your responsibility to deliver a programme of contracts to agreed timescales, meeting agreed quality criteria and maximising value for money, and maintaining best practice processes, guidance and templates for use across the whole council.
* Working with colleagues on a business partnering basis on major procurements, you will create a highly competent and participative work environment through active leadership, providing expert and customer-focused advice and guidance to managers.
* You will maximise use of our new ERP system to support the development of contract strategies, savings plans and demand management activities, ensuring outcome-focused teams understand their contribution to the service and wider council success.
* Providing advice to council members and departments, you will ensure lawful council activity and initiate, recommend and implement policies, working collaboratively with key customers to facilitate training to enhance their understanding and role in council procurements.
What we need from you
* It is essential that you are Chartered Institute of Procurement and Supply qualified at Professional Diploma level or equivalent relevant experience.
* We require you to have experience in a relevant organisation managing major procurements, including personal involvement across all stages of the procurement cycle and be skilled to co-ordinate freedom of information requests and complaints received for the council wide procurement area.
* You must have significant experience of the end-to-end procurement cycle, using market analysis to develop and implement procurement strategies, solve problems and to inform policy development, using your initiative to maintain up to date knowledge of procurement activity.
* As a senior manager, you will have excellent leadership skills to inspire, motivate and develop a small team to effectively deliver agreed procurement outcomes and the ability to influence and negotiate effectively with colleagues, suppliers and partners.
* You must have a deep knowledge of government procurement regulations including Procurement Act 2023, understanding how they impact on the wider elements of your role and deliver the council’s procurement strategy.
* To be successful you will need excellent project management skills, together with experience of managing change effectively, and ability to use this to lead on major procurement projects, plan and manage service and departmental budgets.
