Digital Connectivity is multi-discipline Division, leading policy and delivery across digital infrastructure priorities. Digital infrastructure is central to economic and societal resilience and must be capable of meeting current and future needs of business and wider society. As Commercial Contract Manager, you will play a key role in the delivery and management of high-profile digital infrastructure programmes within the Digital Connectivity Division, including the Reaching 100% (R100) broadband programme and Project Gigabit in Scotland (PGiS). The role reports directly to the Commercial Director and Programme Director whilst supporting the wider senior leadership team. This will be a matrix management approach with formal line management aligned to the Head of Delivery and Policy. You will work closely with programme, delivery, data and policy teams in the Division to maintain delivery momentum across our portfolio of digital infrastructure programmes. You will also work across four key areas; contract management, assurance, change management and business case development to help inform decision making. Responsibilities Understanding and implementing the contractual obligations on SG and suppliers across the R100 and PGIS contracts, together with any BDUK funding arrangements. Identifying and analysing the commercial and financial impacts of potential contract changes and making recommendations as to how changes can be managed to deliver SG’s objectives. Negotiating contract changes to deliver SG’s objectives and documenting such changes in accordance with the relevant contract and ensuring that internal and external assurance and governance processes are followed. Managing deployment completion and financial close out of contracts. Coordinating input to and producing overview papers for consideration by Commercial Director(s) to support decision making. Working closely within the contract and voucher teams across delivery, finance, compliance and data to understand supplier performance against contractual obligations and manage suppliers appropriately. Work flexibly to meet demands across different programmes, subject to portfolio priorities. Identifying opportunities to enhance delivery of SG objectives and potential commercial and contractual risks and issues, together with coordinated ways to mitigate them. Supporting the Commercial Director(s) in strategic commercial considerations and strategy development as required. Driving optimal delivery across digital infrastructure broadband programmes, incorporating diligent contract and risk management across the R100 main contract, Scottish Broadband Voucher Scheme (SBVS) and PGiS. Overseeing the execution of the SVBS terms and conditions, updating where required, and being responsible for the SBVS assurance process. Build strong effective and credible working relationships across the portfolio and wider Scottish Government to aid delivery. Responsibilities Qualifications No specific qualifications required for this post. However, please note that there may be a requirement to undertake a formal contract management qualification as part of this role. Experience: Experience of business partnering and analysis in a delivery role in a major capital infrastructure project, working across multi-discipline teams, in a fast-paced environment, engaging effectively with stakeholders at all levels, suppliers and end users to maximise success, all underpinned by a thorough approach to Project Portfolio Management. Proven experience in a commercial environment, demonstrating a compliance-driven mindset and an acute commercial awareness. Experience of managing contracts and utilising governance processes to drive change and take stakeholders with you. Ability to collate, organise, analyse and use complex reporting tools to inform programme delivery decisions at pace.
