Lincolnshire ICB are looking for an enthusiastic and motivated Neonatal Lead Nurse, to join our friendly and dynamic programme team.
The LMNS Programme team works across providers, local authority and third sector to deliver the Maternity and Neonatal Transformation plan.
This successful candidate will be required to work closely with:
* Maternity and Neonatal Service Leads at United Lincolnshire Hospitals NHS Trust
* Obstetric and Paediatric Leads
* Early Years Leads at Lincolnshire County Council
* Public Health
* East Midlands Neonatal Operational Delivery Network
The post-holder will have a good understanding of the Neonatal Critical Care Review and the Three-year Delivery Plan for Neonatal Services, and having an awareness of each local neonatal and maternity provider and unit regarding patient flows and acuity is key. We believe it is crucial that the Neonatal Services has the same profile and focus as Maternity across our system especially in light of anticipated outputs from the independent review of maternity services at the Nottingham University Hospitals NHS Trust and the Thirlwall Inquiry into neonatal deaths at the Countess of Chester Hospital.
As a LMNS we work closely with our Maternity and Neonatal Voices Partnerships, to ensure services changes are co-produced, and that they represent our local women and family's needs.
Main duties of the job
* Develop effective working relationships with a diverse group of stakeholders from maternity services, neonatal service providers and Specialised Commissioning.
* Support the national ambition to reduce neonatal deaths and neonatal brain injury, reduce avoidable admissions of term babies to the Neonatal Units and unnecessary separation of mother and baby.
* Support involving families in the care of their baby, empowering parents to understand their baby’s needs.
* Develop and support improvement of quality of care by working in partnership with other provider units and service commissioners within Operational Delivery Networks (ODNs) as part of the broader Maternity and Children’s Strategic Network.
* Support the monitoring of neonatal mortality and case reviews resulting in improvements through learning, reducing mortality rates and safety of care assurance.
* Plan, coordinate, run and monitor the neonatal work stream across the Maternity and Neonatal Programme on behalf of the Team.
* Be responsible for the day-to-day management of the neonatal work stream, identifying and escalating concerns or gaps in service provision, ensuring that National Regional and local requirements are monitored at a local level.
* Update the LMNS board, lead commissioners and other partners locally and across Lincolnshire on progress.

Detailed job description and main responsibilities
Understand the entire programme and the associated timelines and develop detailed project plans to deliver the required outcomes for agreed area/s of scope.
Lead and manage neonatal programme, ensuring all relevant stakeholders have effective opportunities to discuss, influence and contribute to the development of joint plans.
Support the Team and Senior Responsible Owner for the programme to deliver the outcomes envisaged for the Maternity and neonatal transformation programme.
The post holder will engage with Maternity Voices Partnerships and neonatal parent voice, patient groups and other stakeholders to ensure that activities to deliver the neonatal programme are coproduced and responsive to the needs of service users.
Operate effectively in a flexible demanding specialised neonatal environment and proactively engage with NHS staff.
Proactively monitor, evaluate and report neonatal programme progress, identifying and escalating risks, issues, resources and process gaps, taking corrective and mitigating action as necessary.
Provide and receive complex, sensitive and contentious information, presenting information, to a range of stakeholders in a formal setting.
Apply a whole system approach whilst developing, maintaining and providing specialist expert knowledge and expertise with subject matter experts and other stakeholders from all levels across the organisation.
Maintain work programme plans, track activities against the plan, complete assigned tasks to the expected quality, timeframe and where appropriate, within budget.
Manage frequently tight timeframes to ensure project tasks are completed on time.
Provide regular and accurate progress reports, both verbal and written.
Manage additional project activities as identified by the Team.
Facilitate cross-team working and optimal workstream performance, liaising effectively with all other functions within the wider ICS.
Sustain key relationships and maintain networks internally and externally, including national LMNS Neonatal lead networks.
Work closely with Quality and Safety Lead Midwife to help support implementation and assurance of national targets for example; CNST requirements and SBL.
General
Undertake such other duties as may be reasonably required from time to time as are consistent with the responsibility and scale of the post.
Person specification
Qualifications
* Registered Nurse or Registered Midwife or Registered Children's Nurse
* Neonatal qualification – Qualified in specialty (QIS)
* Significant current clinical experience in neonatal care
* Educated to degree level
* Current NMC registration
* Understanding of the complexities of the current health and social care environment
* In-depth understanding of service transformation and development, acquired through post graduate diploma or equivalent experience.
Experience
* Experience of managing some or all the following: people, projects, service change, service delivery, business management
* Evidence of experience in leading Programme and project management work.
* Knowledge of transformation programme management
* Experience of working across an integrated care system
* NHS or public sector management experience
* Experience of patient/public involvement
Knowledge
* Evidence of working with neonatal families and co-production.
* Sound knowledge of the principles of the neonatal programme within the LMNS and ICS.
