Job Description: The Fuels Technician receives, stores, transfers, and issues fuel through pipelines and fuel sites/stations. Receives fuel by tanker or pipeline and tank truck; prepares and checks receiving documents, connects lines, grounding wires, and loading and off-loading arms or hoses to pipelines/tanks. Visually inspects samples of fuel performing all required laboratory testing requirements. Gauges tanks for water, temperature, and fuel levels. Performs checks/inspections as indicated in Technical Orders (TO), performing preventative maintenance and repairs on fuel sites/fuel trucks. Assists in reinstatement of systems after maintenance has been performed. Performs general housekeeping and grounds maintenance.
MAJOR DUTIES AND RESPONSIBILITIES: To successfully accomplish this position, an individual must be able to perform each essential function satisfactorily and complete all training within the PWS.
Essential Duties and Responsibilities:
* Monitor gauges and flowmeters and inspect equipment to ensure that tank levels, temperatures, fuel levels, and pressures are at specified levels, reporting abnormalities as necessary;
* Record/update documents and operating data such as but not limited to: products and quantities pumped, stocks used, gauging results, and operating times;
* Communicate with other workers, using signals, radios, or telephones, to start and stop flows of materials or substances;
* Attend to tanks that store substances such as liquids; check levels of stock by using calibrated automatic tank gauges (ATG), dip sticks, or bobbin tape in accordance with calibrated gauging charts;
* Perform manual operational tasks in accordance with local approved checklists;
* Plan movement of products through pipelines between operating tanks utilizing local checklists;
* Aircraft support as required (refuel, defuel, lab support, and cryogenics);
* Clean and lubricate mobile pumps, using hand tools and equipment;
* Perform all laboratory requirements outlined in TOs to include but not limited to the computer fuels management defense quality program;
* Connect hoses and pipelines to pumps/pipework prior to material transfer when using mobile pumps;
* Perform storage sample issue of cryogenics, aviation, and ground fuel;
* Perform all work in accordance with the following:
o Comply with all mandatory programs; Land Mobile Radios (LMR), Precision Measurement, Equipment Laboratory (PMEL), Hazardous Waste/Material, Security, Lockout Tag out, Records Management, to include accountability and condition of Trailboss and Government Furnished Equipment.
o UK Health & Safety at Work Act 1974
o Air Force (AF) instructions, AF manuals, AF Occupational Safety & Health Act, Technical Orders, Department of Defense Publications and Defense Energy Support Center policies.
Other Collateral Duties: Perform other duties as directed by the Fuels Manager and/or Alternate Fuels Manager.
Job Requirements:
MINIMUM QUALIFICATIONS:
Education:
* Completion of secondary education or High School Graduate or General Education Degree (GED)
Preferred Experience:
* Two (2) years’ experience in the receipt, storage and issue of petroleum products used in servicing of military or civilian aircraft; and the operation of aviation and ground fuels storage/dispensing systems.
Language Skills:
* Write clearly and concisely using acceptable grammar, punctuation and spelling; write organized, complete, accurate and factual reports.
* Communicate in English using complex sentences with normal word order with present and past tenses.
* Express and exchange ideas via spoken word during activities where they must convey details or important spoken instructions to others accurately, sometimes quickly and loudly.
* Understand and apply written and verbal orders, rules and regulations.
Certificates, Licenses, Registrations:
* Must have and maintain a Large Goods Vehicles (LGV), Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), Certificate of Professional Competence (CPC); Maintain a Government Driver’s License.
* Must have a clean driving record.
* The duties are performed outside; work environment may consist of but not limited to: exposure to various weather conditions, exposure to fumes, and industrial noises.
Physical Demands:
* Receive detailed information through oral communication.
* Stoop, kneel, crouch, reach, push, pull, lift, grasp, and can perceive the attributes of an object such as size, shape, weight and temperature (Manual Handling).
* Move wrists, hands and/or fingers frequently and regularly.
* Adapt to temperature changes (including extreme heat).
