An experienced HR Business Partner is required on a temporary basis to cover for approximately 5 months. The HR Business Partner will support various services and will proactively manage the HR relationship to support and add value in pursuit of the overall business objectives.
The successful candidate will be a Corporate Member of Chartered Institute of Personnel and Development (MCIPD) and must have previous experience working as a HR Business Partner.
This is a fully office based opportunity working approx 30 hours per week.
Duties and responsibilities:
1. Act as the first point of contact for managers of allocated services for complex and sensitive H.R. matters relating to policies, practices and principles offering guidance, direction, support and information.
2. Collaborate closely with managers within the allocated services to understand and identify the key business performance issues and associated people requirements for both the current and future challenges, using and commissioning management information about the service.
3. Be actively involved in the development of business strategies for each service area, ensuring that the HR implications are included.
4. Support operational management teams in continuous improvements to their service and implementing new ways of working that optimise service capacity along with the capability and flexibility of staff at all levels.
5. Scope and challenge existing people management practices and processes and work with managers and colleagues to continuously improve the HR service.
6. Working closely with specialists and colleagues, influence and advise the allocated services’ key decision makers concerning ongoing change programmes and ensuring staff engagement is maintained throughout.
7. Provide independent professional HR advice on people-based practices to ensure effective consistent application of policy and procedure e.g. discipline and grievance investigations and hearings.
8. Advise as required in the implementation of effective and robust recruitment and selection, performance management, employee relations, and organisational development matters.
9. Participate in negotiations and consultations on corporate and departmental staffing issues.
10. Promote good working relationships with the trade unions.
Essential skills and experience:
1. Corporate Member of Chartered Institute of Personnel and Development (MCIPD).
2. Full and up-to-date knowledge of HR best practice and complex employment legislation.
3. IT skills - use of Microsoft Office suite.
4. Analytical skills sufficient to analyse complex information.
5. Knowledge of local government terms and conditions of service.
6. Good quality post-qualification experience in the delivery of generalist HR services dealing with complex employment relations issues.
7. Experience of using Job Analysis and Evaluation.
8. Experience of working as a Business Partner.
