Job overview
An exciting opportunity has arisen to come and lead the development of the Herefordshire and Worcestershire Infrastructure Strategy. This new role requires an experienced senior estates lead, who has operated at a director level with a proven delivery approach and strong communication, technical and visionary skills to work across the local NHS Partners, Local Authorities and Voluntary Sector and other stakeholders in developing this strategy to support delivery of our strategic and clinical priorities.
Main duties of the job
The successful candidate will be expected to have extensive experience of working with NHS Boards on Capital and Infrastructure projects and will demonstrate a credible history of senior leadership in this sphere of work which will allow them to lead and develop an Infrastructure Strategy across Herefordshire and Worcestershire ICS.
Reporting into the Chief Financial Officer, this is a standalone leadership role which will rely heavily upon your core personal skills around negotiation, listening, building relationships and working with multi-disciplinary teams to bring together the right skills when required. Your relationships with provider organisations will be key to your success and your ability to tell the story of how infrastructure can be used to leverage change will be essential.

Detailed job description and main responsibilities
1. Work with providers, trusts and stakeholders to ensure infrastructure investment cases for ICB funding and support are successful, effective and efficiently delivered.
2. Through Directors of Estates in provider organisations, develop plans for and advise the ICB on:
* SHAPE Data and Evidence
* Estate related technology utilisation
1. Champion patient needs when planning schemes.
2. Represent ICB to ensure health care requirements are incorporated in Local Authority Planning (LDP).
3. Work with stakeholders to ensure robust plans to achieve Net Zero Carbon footprint.
4. Lead approach to Estates workforce development.
5. Identify opportunities to consolidate existing sites to deliver wider objectives, for example releasing value to support reducing system inequalities.
6. Provide estates advice to team delivering ICB estates strategy within the organisation.
Person specification
Qualifications
* A property related technical qualification and membership of a recognised professional body (e.g. RICS, RTPI).
Experience
* Experience of building an NHS system-wide infrastructure strategy within an Integrated Care System.
* Experience of working with NHS boards on Capital and Infrastructure projects.
* Relationships with existing Directors of Estates within the Herefordshire and Worcestershire Health and Care System.
* Knowledge of NHS infrastructure funding, capital investment, standards, regulation and reporting. Strong communication skills, both written and oral and comfortable working at Board level.
