Position: M&E Pre-Construction Manager Location: Warrington Salary: Up to £80,000 Team Size: 10 Typical Project Value: £3 million Company Overview A reputable Mechanical and Electrical (M&E) contractor based in Warrington, delivering high-quality M&E services to a variety of sectors, is seeking a dynamic and experienced Pre-Construction Manager to join their growing team and play a key role in securing and managing new business opportunities. Key Responsibilities As the M&E Pre-Construction Manager, you will be responsible for a variety of pre-construction activities, including business development, tender management, and client relationship management. Your role will involve: Business Development: Generate and develop new business leads. Expand existing client relationships and leverage networks within Greater Manchester. Bring a database of established client connections and identify new business opportunities. Confidently bring new business through your own client base. Strategic Planning: Develop, input, review, and renew the company’s business-winning strategy. Plan, lead, and manage activities related to identifying, pursuing, and capturing work opportunities. Tender Management: Oversee the tender process, ensuring the estimating team works under optimal conditions. Prioritise tenders to align with company goals. Lead early and mid-tender reviews, pre-submission meetings, and finalisation with the Senior Leadership Team (SLT). Submit relevant Pre-Qualification Questionnaire (PQQ) information. Undertake tender handover, preparing documentation for the project delivery team. Client Engagement: Build and maintain strong relationships with Main Contractors and M&E consultants. Attend early Design Team Meetings (DTMs) to lead initial project development phases. Ensure the company is positioned as the preferred bidder. Value Engineering: Identify and develop value engineering opportunities to enhance submissions. Project Management Support: Evaluate and advise on initial project durations and programme requirements. Engage with consultant teams to align on project needs and delivery implications. Requirements Proven track record in M&E pre-construction management. Strong business development skills with an established client database in Greater Manchester. Ability to generate and secure new business leads. Experience managing tender processes, including submission and handover. Expertise in client needs assessment and building strong contractor-consultant relationships. Mechanical design background (beneficial but not essential). Strong organisational and leadership skills.
