You will be an important part of our provision of our high quality and professional operational HR&OD service, advising on a range of HR and L&OD activities and supporting on a variety of strategic and operational HR&OD projects. This includes leading on the development, maintenance, support and training of our Learning Management System, including performance management and the co-ordination of how we provide courses/development activities. Key responsibilities include: Supporting the creation of a learning culture that drives engagement in ongoing professional development. Managing the delivery of high quality and professional learning and organisational development advice and solutions to all. Responsibility for the content curation and operation of our LMS system. Leading on learning and organisational development projects and issues across the Council, working closely with senior managers to identify development needs. Development and implementation of a range of programmes and initiatives that will grow the skills and capability of the workforce. Evaluation, monitoring and reporting on impact and effectiveness across the authority. Management of the provision of coaching and mentoring solutions. Your profile: Ideally professionally qualified (e.g. CIPD), with professional membership of the relative awarding body and evidence of continued professional development. Excellent technical knowledge of Learning Management Systems and previous experience of being responsible for LMS management, implementation and reporting capabilities. Significant expertise in learning policy and procedure development and implementation. Able to meet challenging deadlines and to balance competing priorities, using project management tools and techniques. Capable of analysing data and market trends to make informed procurement decisions. A clear and analytical thinker with high standards of professional judgment and integrity. Excellent report writing skills and able to draft complex documents. Strong problem-solving skills to address and resolve issues efficiently.
