The Project Officer will play a key role in delivering major repair and disrepair projects across our housing portfolio. Working closely with the Project Manager and external contractors, you will help ensure that all repairs are completed efficiently, to the highest standards, and in full compliance with relevant regulations. You will be involved in planning, coordinating, and overseeing the day-to-day progress of these works, ensuring that they meet agreed timelines and budgets.
First Choice Homes Oldham (FCHO) have an exciting opportunity for a Project Officer to join our friendly Investment Delivery team on a permanent basis.
The role involves working within multi-disciplinary teams to deliver high-quality asset services that maintain FCHO properties in good repair, ensuring value for money, efficiency, and compliance with legislation. Responsibilities include identifying trends in maintenance activities to inform decisions on repairs or replacements and developing these into planned, cyclical, or disrepair activities. The role also involves monitoring contractors, including Property Care, to ensure they meet service standards and achieve high levels of customer satisfaction. Each Project Officer is assigned a specific portfolio, which may include areas such as disrepair, stock condition surveys, commercial premises, energy performance, asset performance, and adaptations, based on their experience and skill set.
As a Project Officer you will be responsible for supporting the planning, scheduling, and coordination of major repair and disrepair works from start to finish.
Your key responsibilities will include:
1. Working with contractors to ensure timely delivery and quality standards are met.
2. Conduct regular site visits and inspections to ensure work compliance with programme, regulatory requirements and quality standards.
3. Act as the primary contact for tenants regarding repair works. Inform tenants of project timelines, address concerns, and ensure they are updated on the status of repairs, whilst maintaining positive tenant relations.
4. Maintain accurate records for all repair projects, including project plans, timelines, budgets, contractor performance, and compliance documentation.
5. Assist in the preparation of project reports for senior management.
6. Liaise with external contractors, suppliers, and other stakeholders to ensure smooth delivery of works. Manage the flow of information and ensure all parties are aligned with the project objectives.
7. Ensure that all works are carried out in accordance with health and safety legislation. Monitor safety standards on-site and report any concerns immediately.
8. Track project costs and help ensure works are delivered within budget. Manage the variation process to ensure value for money is achieved.

Who are we looking for?
Our ideal candidate:
1. Has a full UK driving licence
2. HND Building Studies (or equivalent)
3. Experience overseeing third-party contractors, managing construction projects, monitoring budgets, conducting surveys, and engaging with customers. You should have familiarity with managing repair projects and working with contractors.
4. Health & safety regulations relating to construction (CDM, gas safety etc.)
5. Understands the importance of equality, diversity and inclusion and demonstrates this by treating colleagues and customers fairly and equitably.
6. A basic understanding of building repair processes, regulations, and health and safety standards. Knowledge of the social housing sector and disrepair legislation is advantageous.
7. Ability to identify issues early, find practical solutions, and escalate concerns when necessary to avoid delays or disruptions.
8. Ability to collaborate effectively with a diverse team of professionals and contractors while maintaining a customer-focused approach.
9. Excellent communication skills, both written and verbal, to ensure effective liaison with tenants, contractors, and colleagues.
