Brief Description
To manage strategic workforce competence planning, Regional engineering career development and competency framework for this profession across the engineering function in the Region. Manage resource and workbank planning/utilisation, succession planning, learning interventions (training programmes and budgets, secondments, on-the-job learning) and talent management for specific asset function/s within the Regional Engineer team.
About the role (External)
Key Accountabilities -
1. Develop and manage the competency framework in the engineering and asset management functions, managing any associated independent conformance requirements (e.g., IRSE etc), communicating any changes and updates as appropriate and assuring the assessment of all relevant Network Rail staff to the framework.
2. Develop and manage Strategic Workforce planning for the engineering profession within the Region including the development and management of any action plans to assure Network Rail can meet its future commitments.
3. Benchmarking Network Rail's capability in the engineering profession against other comparative companies both in the UK and internationally including the development and management of any action plans for continuous improvement.
4. Manage the resource allocation to fulfil business demand, while maintaining optimum utilisation levels by using resource scenario planning for these asset departments in the region.
5. Support overall recruitment campaigns, training, conversion strategies and proposals, graduate intake and college recruitment programmes based on the overall resource demand.
6. Identify capability skills and competency gaps, creating and delivering a capability development plan by liaising with senior stakeholders, including HR as appropriate.
7. Manage mentoring, professional accreditation, liaison with professional bodies, corporate membership of professional bodies where appropriate.
8. Establish, develop, deploy, manage and be the custodian of skills and competency framework data for the asset area and cyclical review/refresh in liaison with Professional Head / Asset Head.
9. Develop and manage learning interventions/offers catalogue for respective asset areas and development of learning/experience pathways where practical accredited with relevant professional bodies.
10. Establish, develop and deploy appropriate Talent development plan by liaising with HR and Senior Managers.
Essential
* Extensive experience of successfully working within an Engineering discipline
* Significant demonstrable experience and knowledge of individual and organisational competency and capability development
* Excellent interpersonal skills including highly effective written and oral communication
* Successful experience of communicating and presenting at all levels to executive level
* Successful experience of influencing at a strategic level including ability to formulate business strategies
* Appropriate/relevant Training and or Assessing Qualification
Desirable
* Relevant IRSE qualification and membership of relevant Signal Engineering professional institution (Level 7) [S&T Specialist]
* Membership of a Relevant Professional Organisation
* Appropriate/relevant Training and or Assessing Qualification
* Knowledge of Network Rail and rail industry
* Educated to degree level (Level 6)
