About the Team
Here in Exchequer Funds and Accounts we deliver the fundamental treasury function in HM Treasury. Our role is to manage cash flow, debt issuance and reserves efficiently and effectively on behalf of the Exchequer. This includes the funding of the public sector from the Consolidated Fund (CF), administering the gilts issued from the National Loans Fund (NLF) by the Debt Management Office (DMO), providing bridging finance from the Contingencies Fund (CtF), and oversight of the UK’s gold and currency reserves which are held in the Exchange Equalisation Account (EEA). Our team is 20 strong and divided into four branches covering funds, cash management, accounts, and business continuity.

About the Job
In this role, you will:
1. Be the subject matter expert in Cash Management policy, leading the development of cash management policy products such as annex’s in Managing Public Money, and Global Finance Standards in OneFinance. You will also provide expert advice and guidance on cash management policies to build capability across government.
2. Acting as the process owner for the Cash Management dataset within OSCAR II (HMT’s data collection tool) and, as part of this, leading a small team to ensure the timely and accurate collection of cashflow data.
3. Collaborating with senior stakeholders across government to challenge assumptions, improve cash management practices, develop effective forecasting models, and work closely on new policy announcements and sensitive transactions ensuring effective cash-management practice.
4. Supporting the team leader with ad-hoc projects and initiatives as required.
5. Providing operational support across the branch to ensure smooth delivery of wider team objectives. The focus of the branch is to promote good cash management across Government and produce regular cash forecasts that are used to inform the Debt Management Office’s operational work of managing the government’s daily cash needs in the money markets. This role will lead the development cash management policy and work closely across government to promote best working practices.
