Business intelligence is a key part of the strategic planning process for the council. Good intelligence ensures that we use data and evidence to drive our decision making.
An intelligence-led council:
* Understands the needs of the population and demands on our services
* Prioritises activity and focuses on the areas of greatest need or demand
* Understands the drivers or causes of identified needs and demands
* Assesses performance effectively, by understanding whether what we are doing is working.
The Role:
The Intelligence and Performance Principal will provide the leadership to coordinate and deliver a joined-up approach to our intelligence and performance analysis within the BI Service. They will influence the production and deployment of actionable insight and performance assessment to aid decision-making within Luton Borough Council. The post holder will lead specific projects that enable a full understanding of the needs, costs and drivers of our demand-led services.
Key Deliverables:
1. Working in partnership with finance teams and ASC senior staff, develop combined financial, demand and performance reporting, by:
* Progression of the cost and demand analytical work for adult social care, including the development of this work to business as usual reporting.
* Undertake work on the local cost and demand project, to develop an understanding of drivers and production of models of delivery that may reduce costs and improve outcomes.
* Creating and managing a combined finance and performance report, ensuring that timelines are aligned and key financial and performance messages are communicated in a coordinated way to senior managers and members.
* Analysing trends in costs for ASC, supporting development of changes to practice to reduce ASC spend.
1. Delivery of a performance framework, with a particular emphasis on ensuring that Adult Social Care reporting is standardised, of good quality and timely. This will include:
* Coordination and improvement of performance/data requirements on ASCOF and national reporting measures for ASC. This role will be responsible for outlining the standards expected within a performance framework in relation to measures (output, outcomes), targets, effective assessment in the performance framework and making recommendations for change. Also ensuring that the timelines for performance reporting are aligned to the wider reporting of the council, including corporate performance reporting.
* Work with the Adults Social Care performance team and Adult Social Care management teams to ensure robust assessment of performance data, including highlighting exceptions, and changing data patterns.
* Ensure that performance cards also support CQC Information Return.
Person Specification:
We require an experienced social care analyst, with experience in business analysis, intelligence analysis or performance analysis. This person will have substantial experience to enable them to drive improvements, with a professional curiosity to ask the right questions of data to develop our collective understanding of complex issues.
Ideally, the post will need:
* Highly specialist and in-depth knowledge of Adult Social Care.
* Substantial experience at a senior level in an analytical post.
* Ability to, and experience of, planning and delivering complex projects and programmes, including delivery of effective governance and frameworks.
* Ability to, and experience of, working effectively and credibly with diverse and complex stakeholders to drive changes to business processes.
