Overview
The London Borough of Harrow is seeking a Senior Licensing Officer to perform enforcement duties, ensuring the Council meets its statutory environmental protection obligations. This role involves inspection, enforcement, education, and advice. The officer will administer a range of licensing applications, primarily under the Licensing Act 2003 and Gambling Act 2005, following legal requirements and governance procedures. The position requires carrying out enforcement functions in a customer-facing role, representing Harrow Council in challenging situations and leading on complex cases. Enforcement duties will be performed 25%-40% from the office and 60%-75% through site visits within Harrow Council, equipped appropriately. The officer will work as part of an enforcement team, adhering to statutory requirements and Council policies. Additionally, the role involves acting as an authorised officer to educate and collaborate with internal and external organisations to enhance public safety and wellbeing.
About You
The successful candidate will have:
1. Excellent knowledge of the range of legislation enforced by the Environmental Protection Team as well as a good knowledge of the range of legislation enforced by the wider Public Protection Team.
2. Full current driving licence.
3. Ability to work efficiently and effectively in a demanding and pressurised environment independently and as a team.
4. High standard of written and verbal presentation and communication skills.
5. Competent in the use of standard computer systems.
6. Aptitude for the technical and legal aspects of the discipline.
7. Inclusive team worker who can foster partnerships and collaborate across teams to achieve desired outcomes.
8. Ability to work outside normal working hours as may be necessary including response to emergency situations.
