The Office ofFinancial Sanctions Implementation (OFSI)
OFSI sits within HM Treasury, hasbeen operational since March 2016 and in its first eight years hasquickly established itself as a world-leader in financialsanctions, a key area of financial, foreign and national securitypolicy. It remains front and centre of the financial sanctionsresponse to the Russian invasion of Ukraine.
HMTreasury implements financial sanctions in the UK, and OFSI fulfilsthis role on its behalf. It leads on the implementation of UN andUK financial sanctions and domestic terrorist asset freezing,providing a high-quality service to the private and charitablesectors, and guidance to help them follow the law. It works closelywith law enforcement, intelligence agencies and strategic policycolleagues across Whitehall and beyond to help ensure thatfinancial sanctions are accurately understood, implemented andenforced. OFSI has important partner relationships in the regulatedfinancial services sector, the primary implementers of financialsanctions, and is an integral part of the sanctions communityworldwide.
About the Job
In this role, youwill:
1. Youwill need to lead investigations on the most complex cases, workingat a high level of autonomy obtaining and assessing evidence from avariety of sources in a structured and methodical way to determinethe most appropriate compliance recommendations outcome ondifficult matters. In many of these cases the post holder will needto work independently in areas with no established precedents withmaterial factors differing to previousinvestigations.
2. Overseeinga portfolio of enforcement cases – utilising case management andprioritisation techniques whilst ensuring compliance with internalpolicies and procedures. You will both act as primary caseworker ona number of complex cases, as well as supporting and acting assecondary caseworker on other cases within theunit.
3. Actas first line triage supervisor for one week out of every six,providing guidance to Enforcement triage officers on incomingsuspected breach cases and making quick decisions on caseresolution or immediate actions.
4. Providingconcise, accurate and timely advice, orally and in writing, toEnforcement management and senior officials on the investigationsfor which you are responsible. This could include Ministers whencases reach reviewstage.
5. Linemanagement of at least one member of staff, ensuring they receivethe right support and training needed to excel in their role,providing expert technical mentorship andadvice.
6. Supportingon operational and strategic policy and appropriate decision-makingon a wide variety of enforcement issues including effectivetriaging, casework assessment and managementinformation.

OFSI’s Enforcement Unit is responsible for thecivil enforcement of financial sanctions and the oil price cap onRussian oil in the UK. This includes investigating suspectedsanctions breaches and assessing evidence to respond tonon-compliance using the wide range of enforcement tools at OFSI’sdisposal, including imposing large monetary penalties.
