Job Purpose
To lead the Technology Project Management Office (PMO) to effectively manage the consistent application and guidance for programme and project management delivery and governance – through processes, procedures, tools and techniques applied across the technology portfolio.
Job Accountabilities
The Technology PMO Manager is a subject matter expert, with experience in providing services and support to deliver complex technology change projects and programmes. The post holder will have experience of setting up a Programme Management Office, using best practice programme management office methodology and governance frameworks.
Reporting to the Head of Portfolio & Governance and working with Portfolio Managers into different product areas to define and optimise delivery pathways (internally & with externally framework partners):
* Works in a matrix-team to ensure quality of the end-to-end delivery lifecycle, to enable a view of the demand potentially moving into delivery and allowing for appropriate preparatory measures to support effective reporting and governance.
* Oversight and gatekeeping of governance across all in-flight projects and programmes, to ensure the rollup/roll-down capability of reporting and overall delivery health. Conducts regular independent project reviews including healthchecks, gate reviews and audits. Continuously evaluating projects to ensure they are meeting standards, adhering to budgets and meeting deadlines.
* Overall performance reporting and quality assurance, implementing and embedding a Project & Programme Management (PPM) Tool, ensuring data accuracy for reporting, to drive insight analysis and continuous improvement. Evaluates project and programme performance and recommends changes where necessary.
* Advises on the available standards, procedures, methods, tools and techniques: overseeing delivery of agile and waterfall methodologies, ensuring adaptations are accommodated to delivery in line with the agreed approach, including reporting and assurance.
* Delivery optimisation and resource management: performs what-if analysis and scenario planning to develop insights and proposals to improve business value and optimise the delivery process, ensuring resource management is visible and unconstrained.
* Establish an effective communications process informing users on upcoming changes to the Lifecycle processes and making visible the roadmap of project delivery across the technology portfolio.
* Mentoring of the Project Management Community to drive forward collectively agreed ways of working against industry best practice, embedding a clear career path for Project Managers to follow.
Knowledge and Skills
* An excellent communicator, able to work across multiple stakeholders in a matrix-team.
* Project Management competencies, including well developed planning and organisational skills, the ability to work under pressure and meet deadlines.
* A knowledge of industry best practice and an understanding of how to adopt this within UU is required.
* Able to undertake audits and assurance activity. An ability to undertake root cause analysis to identify improvements.
* Understands what comprises a robust, quality plan, be able to critically assess a complex plan and communicate constructive feedback.
* Able to challenge stakeholders about delivery of tasks and hold to account where performance targets have not been met. To have demonstrably strong influencing, negotiating and communications skills and the ability to listen and respond to the needs of a wide range of stakeholders.
* Strong leadership qualities and capable of leading by example, inspiring others.
* Strong strategic thinker able to articulate strategies, visions and desired outcomes to be understood by those developing roadmaps and executing against them.
* Able to prioritise and manage own workload with minimal supervision.
* Demonstrate initiative and resilience to deal with challenges and resistance.
* Decision-making skills, including the ability to delegate and make recommendations based on an analysis of options.
* Ability to ensure delivery of agreed results/project outcomes.
* Able to work flexibly and adapt to suit the changing requirements of the project.
* Experience of establishing/managing a PMO function in large/complex organisations.
* Experience of developing and producing PMO led strategies.
* Experience of working at a strategic or senior project manager level.
* Experience of managing, motivating and developing a team.
* A successful track record of project management.
* +5 years’ PMO experience.
* Ideally, but not essential, recognised Project Management Qualification – APMP / MSP / Prince2 / SAFE or equivalent.
