Join Wiltshire Council as the new Fund Governance Manager and play a pivotal role in the governance and future direction of the Wiltshire Pension Fund, which serves over 170 employers and manages assets and liabilities valued at approximately £3bn.
About the Role
As Fund Governance Manager, you will:
* Lead the development and implementation of the Fund’s regulatory framework and governance assurance systems.
* Act as the key contact for all governance matters with stakeholders, including the Pension Committee, Local Pension Board, Pensions Regulator, Fund Managers, Actuary, and scheme employers.
* Support the Head of Wiltshire Pension Fund in managing the Pension Fund Committee and Local Pension Board, including agenda development, report production, and presenting to committees.
* Ensure compliance with statutory and non-statutory guidance, including the Pensions Regulator’s Code of Practice 14 and GDPR.
* Oversee contract management, supplier performance, and procurement exercises as required.
* Maintain and report on all governance processes, risk registers, and breaches logs, ensuring robust assurance and continuous improvement.
* Develop and deliver training to Committee and Board members, supporting their ongoing knowledge and effectiveness.
* Provide expert technical advice on governance, contribute to business planning, and support the effective governance of all pension fund projects.
About You
They are looking for a motivated professional with:
* A relevant degree and professional qualification (e.g., IPPM, PMI, CII) or equivalent experience.
* Extensive knowledge of the Local Government Pension Scheme (LGPS) regulations and best practice.
* Significant experience in providing governance services to large defined benefit pension schemes, including Committee management and compliance.
* Strong knowledge of business planning, procurement, compliance standards, and contract management.
* Proven ability to deliver results in complex environments with conflicting priorities.
* Excellent communication, negotiation, and influencing skills, with the ability to build strong relationships across all levels.
* Experience in developing and delivering training to diverse audiences.
* Excellent organisational, analytical, and leadership skills, with a proactive and innovative approach to problem-solving.
Desirable:
* Experience with the LGPS and Fire Fighters Scheme.
* Familiarity with the Altair LGPS System.
* Business presentation skills.
