An exceptional opportunity has arisen within the Finance Department at the Health Board for a new Assistant Finance Director – Financial Systems & Services.
The Finance Directorate operates on a matrix basis and delivers financial services through business partnering teams and corporate financial centres of excellence, with a staff of c.100 people. As such every part of the directorate plays an essential role in jointly delivering a world class financial service to the directorates of the health board.
This role is responsible for the Financial Systems & Services centre of excellence encompassing c.40 staff.
We are looking for an experienced and enthusiastic individual who has operated at a senior level in a large complex organisation. The individual should demonstrate they have the skills & acumen to lead this team with a proven track record of successful delivery, to maintain the profile and reputation that this function has within the Health Board and beyond.

Key Responsibilities:
* Reporting to the Executive Director of Finance, the post holder will provide effective and professional leadership of the Financial Services and Systems Function, managing and delivering a full range of accounting, reporting, systems and local counter fraud services within a potentially complex working environment.
* The role is responsible for the effective running of the central management accounts team, costing team, financial systems and governance, financial services and accounting, charitable funds and Counter Fraud.
* Responsible for the production of the Health Board’s (UHB) Annual Accounts and the Health Board’s Charitable Funds Annual Report and Accounts, ensuring compliance with accounting standards.
* Delivering the Health Board’s vision for Oracle e-business suite.
* Treasury Management for the Health Board.
* Development of an effective Counter Fraud Strategy, ensuring the Strategy is in line with any directions issued by the Welsh Government and the NHS Counter Fraud Authority.
* The Assistant Director of Finance will establish positive working relationships across the organisation and with other stakeholders and will be responsible for the provision of expert advice for all areas under their responsibility.
