Winchester Rural North and East Primary Care Network is seeking to appoint a Manager. We are looking for someone with primary care experience who enjoys finance management as this forms a significant part of the role. Other responsibilities of the role include digital transformation, strategic planning with the Clinical Director, liaison with the ICB, line management of a small PCN team, contract management, and liaising with service providers (physiotherapy, extended access provision, mental health staff, etc.), oversight of the PCN premises at Bishops Sutton, and day-to-day operational management.
We are seeking a Manager to work between 26-32 hours per week, ideally over 4 days. In addition to working from the main PCN office at Bishops Sutton, the post holder will be expected to travel between the six practices as required.
Key Relationships: Clinical Director, Practice Managers, Board Members, and ICB.
The Manager is supported by a Care Coordinator based at the PCN office and a bookkeeper.
Main Duties of the Job
To play a pivotal role in the delivery of high-quality primary health care within the PCNs. Support the PCN Clinical Directors and boards to ensure the smooth running of the Networks. To be involved in the management and development of the Networks. To be responsible to produce performance and quality reports within the Networks and other Network initiatives. To be responsible for the oversight of the Networks financial systems/PCNs employed staff/payments to all the practices within the Networks, working alongside the Lead practice and their financial infrastructure. Ensure the PCNs compliance with GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance. To represent the PCNs in cross-organisation meetings when agreed e.g., locality/ICB meetings/ICS and other wider stakeholder meetings.
About Us
Winchester Rural North and East PCN is a Network of six GP surgeries, with a patient population of over 44,000, in rural Hampshire. The surgeries include Alresford Surgery, Gratton Surgery, Stockbridge Surgery, Two Rivers Medical Partnership, Watercress Surgery, and West Meon Surgery. The PCN's six practices, due to their rurality, continue to work mainly independently.
Job Responsibilities
PRIMARY DUTIES AND AREAS OF RESPONSIBILITIES:
1. To work as part of a multi-disciplinary team and to provide day-to-day managerial supervision to the apprentice by leading and supporting quality improvement and performance.
2. To work closely with the relevant teams and practices to support network implementation and standardisation of agreed service change, contracts, policies, pathways, and quality improvement whilst acting as the point of contact for practice managers regarding delivery of a PCN project/scheme.
3. To liaise and work with different practices on an ad-hoc project basis.
4. To work with and lead on the recruitment, induction, and training of new PCN staff and support ongoing line management.
5. To be accountable for all projects designated to the role and to ensure patient safety and quality of care is always considered and establish necessary monitoring and tracking processes.
6. To help staff within the PCN to understand and support the delivery of its strategic objectives and outcomes framework.
7. To collate feedback/analysis data on behalf of the PCN to report to the ICB.
8. To co-ordinate the delivery of enhanced services and other service submissions on behalf of the PCN.
9. To provide management oversight at board/strategic meetings.
10. To develop and run administrative systems for any PCN collaboration projects.
11. To ensure financial risks are recognised and appropriate action taken.
12. To monitor expenditure, plan and monitor income and cash flow to ensure that income is maximised and that funds are available as required and practice allocation of resources is fair and equitable.
13. To present financial plans, strategic goals and any monitoring information and reports to the PCN on a quarterly basis depending on the needs and scope of the work.
14. To ensure the PCNs compliance with GDPR and FOI along with other relevant legislation and professional standards from GMC/BMA and LMC guidance.
15. To review any latest guidance and to liaise with both the Board and practice managers to ensure that all are aware of and conform to NHSE, NICE, CQC requirements.
16. To manage risks and issues with supporting outcomes. These are to be reported to the PCN Clinical Director.
17. To assist in the resolution of any complaints and assisting in the investigation of and response to formal complaints as required.
18. To work with the PCN clinical director, practice managers and board for strategic and operational planning processes to support the PCNs objectives.
19. To support delivery of QOF, incentive schemes, QIPP and other quality or cost-effectiveness initiatives as required by the Board.
20. Develop yourself and the role through participation in training and service redesign activities.
21. Contribute to and embrace the spectrum of clinical governance.
22. Attend a formal appraisal with your manager at least every 12 months. Once a performance/training objective has been set, progress will be reviewed on a regular basis so that new objectives can be agreed.
23. Contribute to public health campaigns (e.g., flu clinics) through supporting delivery.
Organisational:
1. The remit of this role is broad and evolving and will require attention to detail in the delivery of high-quality day-to-day operations.
2. Work with the PCN Director and board for strategic and operational planning processes to support the PCN objectives.
3. Support the PCN Director and board with the writing of business and development plans as required.
4. Coordinate meetings for the PCN monthly board meetings and ad hoc project meetings as required.
5. Identify and record risks and issues, developing contingency plans with service and contract leads.
6. Ensure all relevant national strategies, policies, targets, and frameworks are fully implemented.
7. Ensure compliance with health and safety policies and procedures to reflect current best practice and ensure all staff, contractors, workers, and members of the general public discharge them effectively.
8. Support the recruitment, induction and training of new and existing staff groups that may or may not be employed by the PCN.
9. Drive issues through to resolution, acting as a point of expertise.
Finance:
1. To work alongside Practice Managers within the Network for the setting up of new financial systems.
2. To monitor and check the accuracy of any submissions for Enhanced Services, Contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis.
3. With support from the Lead Practice, ensure that the PCNs physical and financial resources are managed and maintained for maximum effectiveness through:
4. Ensuring financial risks are recognised and appropriate action taken.
5. Monitoring expenditure and identifying significant deviations from plan.
6. Planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required.
7. Ensuring all claims are submitted in good time and payment made and received.
8. Ensuring the practices allocation of resources is fair and equitable.
9. Present financial plans, monitoring information and reports to the PCNs as required.
10. Manage all delegated budgets with propriety in line with all relevant organisational procedures with a view to achieving the best impact from well managed finances.
11. Review, authorise and approve operational services spend, ensuring a fair and reasonable allocation of funds.
IM&T:
1. Ensure the PCN compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.
2. To oversee the administration of the PCN.
3. To ensure the integrity of the system working with the ICB to implement their guidance.
Strategy and Leadership:
1. Clarify objectives and priorities for network delivery in line with operational realities, financial parameters, and contract requirements.
2. Research and apply evidence from national policy, guidance and benchmarking that will influence the planning and delivery of PCN priorities.
3. Promote the engagement of the PCN GP practices to unify locality structures.
4. Ensure proactive stakeholder management occurs including frontline staff, team, service, organisation, senior leaders, external bodies.
5. Provide and build upon key performance management data, as appropriate.
Development and Change:
1. Support and champion the development of good quality locality network plans that deliver relevant change and improvement projects which can be both measured and evaluated.
2. Oversee a programme of audits and surveys that support, and evidence measures of improvement.
3. Identify and develop appropriate tools and measures of improvement to support effective change, e.g., performance frameworks, population health data, outcome measures.
