Portsmouth Water is recruiting for a Non-Infrastructure Delivery Manager to guide the planning, execution, and delivery of critical water non-infrastructure projects. This role is responsible for ensuring projects are completed on time, within scope, and on budget, while coordinating a portfolio of water supply non-infrastructure initiatives. The successful candidate will work closely with engineering teams, contractors, and regulatory bodies to align project objectives with the company’s strategic goals and industry regulations. What will you be doing?
Key Responsibilities
Overseeing the successful delivery of the capital non-infrastructure portfolio, such as production asset upgrades, refurbishments, and enhancements, ensuring they meet required quality and industry standards
Fostering a community of project delivery and technical expertise, creating opportunities for shared learning and professional growth within the organisation
Assessing and refining proposals to ensure capital programme delivery solutions offer the best value while supporting business outcomes
Facilitating the full lifecycle of water non-infrastructure projects, including planning, design, construction, commissioning, and handover, while maintaining high quality, safety, and sustainability standards
Providing clear project updates to senior management and stakeholders, sharing insights on progress, risks, and key performance indicators
Managing and tracking project budgets, schedules, and financial forecasts, ensuring all projects remain within approved financial and time constraints
Collaborating with internal teams (engineering, procurement, environmental, legal) and external stakeholders (contractors, suppliers, local authorities, and regulators) to ensure project objectives are well-defined and met
Identifying and addressing risks associated with non-infrastructure projects, ensuring contingency plans are in place to support smooth project execution
Supporting procurement processes and maintaining strong relationships with third-party vendors and contractors to achieve positive outcomes
Enhancing control, delivery, and visibility of all legislative compliance-related work
What do you need?
Skills, Qualifications & Competencies
Experience in managing the delivery of substantial and complex capital programmes in sectors such as utilities, power, food, or transportation
Strong understanding of capital delivery processes and planning
Experience with capital delivery programme governance and decision-making processes
A thoughtful and strategic approach to aligning projects with future business investment needs
Experience with LEAN methodologies, ensuring capital delivery processes are well-structured and efficient
Experience in supporting and guiding a team to meet programme/project management objectives while working with a diverse range of stakeholders
Ability to communicate technical information effectively, ensuring engagement across all levels of the organisation
Experience in proactively managing and minimising risks while developing value-driven solutions
Strategic thinking and problem-solving skills to navigate complex challenges effectively
Proven experience in financial forecasting, budget planning, cost management, and reporting
Extensive knowledge of asset management systems and the latest developments in digital technology and technical assurance
Familiarity with APM standards and principles and NEC4 contracts would be beneficial
