The Emergency Services Network (ESN) is a huge strategic priority for BT and our commitment to do the best for our customer and our country. ESN will be one of the most advanced Emergency Services Networks in the world. BT is proud to be the official supplier providing mission critical and trusted communications for Britain’s Emergency Services. The ESN will replace the existing Airwave network and build upon EE’s existing 4G network to provide essential new voice, data services, and critical communications to 300,000 members of frontline emergency service users.
The ESN Dependency Manager plays a key role in the Business Programme team. You will manage complex dependencies across BT/EE, the Home Office, and key suppliers, ensuring seamless programme delivery that will impact over 330,000 frontline responders. This is your chance to work on a £1.7bn, high-profile government programme, influencing senior stakeholders, mitigating risks, and helping deliver for the people who are there for us when we need them. The successful candidate will be cleared to BPSS (or equivalent) as a minimum. You may even be required to undergo National Security Vetting (e.g. CTC, SC or NPPV).
What you’ll be doing
1. Develop and manage ESN programme delivery dependency processes, ensuring dependencies are logged, accepted, and impacts of late delivery understood by all stakeholders.
2. Manage a central dependency log and control processes through dashboards and governance forums.
3. Facilitate cross-organisation collaboration between BT, the Home Office, User Services, and other key suppliers.
4. Manage conflicts between dependencies and ensure alignment across various stakeholder plans. Identify risks associated with unresolved dependencies and recommend solutions to mitigate them.
5. Ensure compliance with all programme governance requirements.

What we would like to see on your CV
1. Experience in managing large-scale, complex programmes with multi-party dependencies.
2. Experience with risk and issue management processes in complex, multi-stakeholder programmes.
3. Excellent stakeholder management skills, with the ability to influence and drive collaboration across senior stakeholders and cross-functional teams.
4. Familiarity with major government programme delivery processes. Must be comfortable working in often high levels of uncertainty on a fast-moving programme.
5. Experience of working on complex HMG/3ES programmes.
6. Understanding of technical ESN delivery plans and supplier obligations would be beneficial.
