Hamble Parish Council are looking for a Caretaker and Maintenance Operative to maintain the frontline services of our land and open spaces. Key elements of the role include daily site inspections, health and safety compliance checks, maintenance and repairs, facilities management of buildings and sports facilities, litter and cleaning duties.
This role cannot be undertaken remotely.
Job Purpose:
To provide a caretaking service for the Parish Council assets, which includes opening and closing facilities, cleaning, health and safety/compliance inspections, carrying out small general maintenance tasks on buildings and assets and working with the Clerk and Operations Officer to appoint and oversee contractors for larger maintenance jobs (as required).
Main Duties and Responsibilities:
Site inspections, health and safety compliance:
* Conduct daily site inspections of all assets and land and report faults and/or put in place repairs of all Hamble Parish Council facilities.
* Ensure that all Health & Safety inspections and compliance checks including PAT testing, legionella, lift inspections, defibrillator and other relevant checks are completed in line with IOSH guidance and Hamble Parish Council's Health and Safety and risk management policies.
* Ensure that litter and refuse are collected daily.
Maintenance and repairs:
* Carry out a range of small maintenance jobs to buildings and assets including (but not limited to) – repairing playpark equipment, replacing fixtures and fittings, minor plumbing and carpentry within building facilities.
* Work with the Operations Officer and seek approval from the Clerk when appointing contractors; and follow Hamble Parish Council financial regulations and supplier guidance when appointing contractors.
* Engage with approved external contractors for maintenance and repairs which need specialist expertise to safely carry out the work.
Facilities management, sports facilities and customer relations:
* Open and close HPC facilities for customers who have hired HPC facilities or outside spaces for meetings, events and football (as required).
* Carry out general cleaning after facilities have been hired out.
* Football pitches - help the other ground team members with ‘line marking’ of the pitches before football matches.
* Liaise with the Finance and Administration Officer to ensure all invoices issues after each event.
Team cover:
* Provide cover for the Estates team for holiday and sickness. Carry out core Estates team responsibilities for landscape maintenance and gardening. This includes: grass cutting, hedge trimming, bramble clearance, planting trees and bulbs as and when required – following the HPC Estates and Landscape work plan.
* Undertake other duties, as may be required, by the Parish Council and Parish Council team.
Further Expectations:
* Be a designated key holder for emergencies, as part of a rota with all HPC team members.
* Follow safe working practices and be aware of the Parish Council’s Health and Safety policies.
* Wear protective personal equipment (PPE), which HPC will provide to you in order to safely carry out the role (mandatory requirement).
* Attend relevant training courses or obtain relevant certifications to carry out duties, as required.
* Hamble Parish Council reserves the right to vary the duties according to the needs of the organisation.
Working With Others:
* Work as part of a small team, being supportive and flexible in your approach.
* Work closely with the other Estates/Groups Team members to ensure that all estates and maintenance duties are carried out in a timely and compliant manner.
* Work closely with the Operations and Facilities Officer to ensure that all facilities comply with the HPC Health and Safety policies and to satisfy the annual HPC’s Health and Safety regular audit.
* Act as a point of contact for football clubs and hirers during events.
* Hold a separate ‘out-of-hours’ mobile phone for emergencies, on a rota with the rest of the team, as required.
Skills and Competencies:
Essential:
* Hold a full UK driving licence to drive Hamble Parish Council vehicles.
* Maintenance and DIY skills – such as electrical, plumbing and carpentry.
* Have good written and numeracy skills to maintain health and safety and worksheet records to a high standard.
* IT skills including emails, texts, online reporting and use of a smartphone.
Desirable:
* Knowledge of Microsoft Office365 suite.
* Outdoor landscaping/horticultural knowledge or experience.
* Health and Safety qualification.
* Relevant trade qualification or experience in carpentry, as an electrician or plumbing.
Training will be provided for relevant tools and software, as required.
Pay: SCP (7-12) £24,294 - £26,421 (per annum pro rata)
Hours: Full time 37 Hours Per Week between Monday and Sunday (Includes regular weekend work). However, we would consider a 30 hour per week contract for the right candidate.
Location: Hamble Parish Office, Estate and Mess Room. This role cannot be completed remotely.
Background: Hamble Parish Council (HPC) is a small but busy Parish Council within the Eastleigh Borough. It manages a range of facilities and services, as well as acting as a point of contact to the community. Business operations take place in person at the parish office, via our website and social media and over the phone. The Council provides car parking, play areas, sports fields and pavilion, allotments, a dinghy park, a cemetery and manages significant areas of open spaces in the village.
