Part Time - Deputy Head of EPRR - Band 8B
NHS Surrey Heartlands ICB are now looking for our next Deputy Head of EPRR following the retirement of the current post holder. The team works collaboratively across the Integrated Care System (ICS) to ensure preparedness and response arrangements are in place for the ICB and our commissioned provider organisations to keep our patients and residents safe.
Reporting to the Associate Director of EPRR, the Deputy Head of EPRR will work across the full spectrum of EPRR disciplines including risk assessments, planning, training, response and recovery as well as leading and managing our team in undertaking duties to support business continuity management and the ICB annual assurance programme of NHS funded providers across the Surrey area both internally and with resilience partners. The successful candidate will also play a part in our procurements, supporting incident response and in monitoring compliance. The Team also hosts the Surrey Heartlands Operations Centre.
Main duties of the job
1. This role supports the ICB Accountable Emergency Officer and the Associate Director of EPRR to ensure that the ICB can achieve all aspects of emergency preparedness, response and resilience. This includes the statutory requirements of the Civil Contingencies Act 2004 as a Category 1 responder, compliance with the NHS England EPRR Core Standards plus other legislation and supporting guidance.
2. The post will work as part of a team to develop and deliver plans and procedures within an iterative cycle to meet the requirements of the ICB but also the wider Local Health Resilience Partnership (LHRP) and Local Resilience Forum (LRF).
3. The role is to support the Associate Director of EPRR in the leadership, monitoring, design and delivery of EPRR related activity and the System Co-ordination Centre (SCC), including deputising for the Associate Director of EPRR when required.
4. In a business disruption, critical or major incident the post holder will advise and support ICB strategic and tactical decision makers.
5. This role will take a lead specifically in relation to EPRR assurance for the ICB and also in relation to the wider ICS.
6. This role will also take a role in the leadership and management of the Local Health Resilience Partnership and supporting the Local Resilience Forum.

Person Specification
Knowledge, Training and Experience
* Educated to master's level or equivalent level of experience of working at a senior level in specialist area (e.g. DipHEP).
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent, including emergency and resilience systems.
* Evidence of post qualifying and continuing professional development.
* Evidence of conducting assurance reviews.
* Experience of providing tactical support to on-call managers at tactical co-ordinating and strategic co-ordinating groups.
* Experience of multi-agency planning / training / exercising.
* Member of relevant professional body (e.g. EPS, ICPEM, etc).

* Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
* Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution.

£62,215 to £72,293 a year Per Annum, pro rata plus 5% high cost allowance.
