Interim IT Data Project Manager

The Information and Data Management (IADM) Programme requires an experienced Project Manager to coordinate and deliver projects related to Enterprise Content Management and several other business-focused ICT projects. The IADM programme is focused on ensuring Information is utilized effectively and appropriately to deliver business change across multiple services. The PM will need to display an understanding of the importance of Information Assurance and how it can improve effectiveness within an organization.
The Programme is information and business focused, so it is essential that the successful PM can demonstrate a range of previous projects which display business and ICT capabilities, delivery, and outputs.
Key Responsibilities:
1. Define, manage, assess, estimate and document the execution of one or more complex projects or work streams in accordance with appropriate policies and processes, scrutinizing all activities against plan, providing regular and accurate financial and technical progress reports to senior managers, clients, users, suppliers and colleagues.
2. Take professional responsibility for the full range of technical and supplier relationship management aspects of systems, products, services or infrastructure specification, capacity planning, strategic and operational design, policy and process definition, development, procurement, implementation, hand over and support.
3. Lead, manage and motivate large project teams in a matrix management environment influencing, negotiating and providing technical advice and expertise to clients, external partners, contractors and colleagues.
Qualifications:
1. Prince 2 Practitioner - Managing Successful Programmes Foundation, or above, level qualification - desirable.
2. Degree level qualification in a relevant field or an equivalent level of experience - essential.
Skills & experience:
1. Extensive experience working in IT, including management experience in a technical area.
2. Programme and project management, including initial scoping, feasibility assessments and managing budgets within agreed constraints, using Prince 2 project planning, management and control techniques, e.g. risk assessment and critical path analysis.
3. Experience of managing multi-disciplinary teams, including matrix management of staff working projects.
4. Experience of implementing ongoing process improvement including establishing educational programmes to support initiatives.
5. Tendering and contract management experience, preferably within a Local Government setting.
6. Working with technical and business partners to identify opportunities to realize benefits, income, savings and improvements.
7. Experience of implementing and supporting national or local health and social care initiatives and/or Care Act.
8. Front line experience working with clients, suppliers and partners, leading tendering and contract management experience, preferably within a Local Government setting.
