We are currently recruiting for a Learning & Development Officer (EO2) - Belfast
Start date: ASAP
Rate of pay: £14.50 per hour
Duration: Until end of March
Location: Belfast city centre
Hours of work: Full time – Monday – Friday (9.00am – 5.00pm)
Key Responsibilities:
? Identify, deliver and evaluate learning and development needs of the organisation within allocated budgets, based on organisational objectives and strategies
? Advising on learning and development matters including identifying training needs, developing appropriate training plans, monitoring and reporting on progress
? Formulate solutions to ensure that the required training identified in the training needs analysis is delivered in a
proactive and timely fashion
? Assess the impact of training and learning outcomes to ensure training initiatives provide a genuine return on
investment and the achievement of organisational objectives
? Develop and maintain manual and computerised training records to provide statistical data and analysis, for
management purposes and statistical returns to external bodies as necessary
? Liaise as required, with appropriate training providers and external resources to support delivery of bespoke training initiatives, adhering to Corporate Procurement Standards
? Develop, deliver and implement in-house training on the Office’s core job functions and responsibilities, including providing any updates on process changes
? Provide direct support to all employees undertaking learning and training activities
? Ensure maintenance and development of the Office’s
performance management system and in particular, the collation, analysis, process and evaluation of the information contained within personal development plans
? Work proactively with colleagues across the Human
Resources function to ensure an integrated approach to service delivery
? Provision of cover for other roles in the Human Resources function in the event of planned/unplanned staff leave and during periods of pressure
Desirable Criteria:
Hold one of the following qualifications:
? Associate Membership of the Chartered Institute of
Personnel and Development or
? Member of the British Institute for Learning & development
(MBILD level) or
? Equivalent level professional L&D qualification
AND
1. Demonstrable practical experience in the design and
delivery of organisational training initiatives.
2. Demonstrable practical experience in conducting
organisational training needs analysis and developing
an organisational training plan based on those needs.
3. Demonstrable practical experience of managing
employee training through a formal route to
qualification or recognised professional standards
(e.g. Certification, Qualification, Accreditation or
similar)
4. Demonstrable practical experience in the evaluation of
training interventions to assess organisational return
on the investment.
Essential Criteria applicants must have:
The person must have had hands-on experience in a learning & development environment of an organisation.
* Five GCSE/GCE passes (at A, B or C) with Maths and English and 2 A Levels

* Must complete an Access NI security clearance
