Key Responsibilities:
1. Safeguarding Compliance: Ensure Wigan Borough Council meets its statutory safeguarding duties in accordance with the Safeguarding Children's Partnership/Board threshold document.
2. Multi-Agency Decision Making: Collaborate with partner agencies to make timely, robust decisions on safeguarding concerns while applying the correct thresholds.
3. Team Leadership: Provide daily supervision and guidance to MASH staff, including Social Workers, CAROs, and Business Support Officers.
4. Referral Oversight: Manage referral screening, ensuring that all decisions are child-focused, accurate, and timely.
5. Information Sharing: Facilitate effective communication between social workers and partner agencies, ensuring a cohesive and coordinated response.
6. Quality Assurance: Evaluate the effectiveness of MASH interventions through case audits and learning reviews, supporting the Service Manager as needed.
7. Promote Best Practice: Champion strength-based and relationship-centred practice frameworks across the team and wider partnerships.
Skills and Attributes:
1. Negotiation & Influence: Strong ability to engage and influence internal and external stakeholders to achieve positive outcomes.
2. Organisational Ability: Manage competing priorities in a fast-paced environment, ensuring compliance with statutory deadlines.
3. Data Analysis: Use data-driven insights to monitor performance, allocate resources, and identify emerging safeguarding risks (e.g., CCE/CSE, modern slavery).
4. Legal Expertise: In-depth knowledge of primary and secondary child care legislation and statutory guidance.
5. Supervision & Compliance: Proven ability to provide statutory supervision of social workers while ensuring national and local compliance.
Qualifications and Experience Required:
1. Social Work Qualification: Recognised degree in Social Work (e.g., BA Social Work, MA Social Work, or equivalent).
2. Registration: Current registration with Social Work England.
3. Experience: Significant post-qualified experience in a MASH or safeguarding environment, including team leadership.
4. Legislative Knowledge: Strong understanding of the Children Act, Working Together to Safeguard Children, and other relevant frameworks.
