CONTRACTS QUANTITY SURVEYOR

Our flagship development, One Horton Heath, is well underway. Delivering 2,500 homes, a primary school, commercial buildings and a new local centre, One Horton Heath is a major mixed-use extension of the existing village that aims to place the core values of the Council at its heart.
Other projects in this innovative programme include development and operation of large-scale solar parks, private heat network, private wire networks, town centre regeneration projects, upgrading & retrofitting our existing commercial property portfolio, creation and sale of offset credits for Nitrate, Phosphate, SANG & BNG, joint ventures and monitoring with development partners to bring forward housing delivery across the Borough and more.

About the Role
This role is an important part of ensuring successful project delivery for Horton Heath.
You will be responsible for procurement and management of larger budgets and significant contracts. The role will produce cost budgets, provide advice on value engineering and be responsible for tendering and selection of consultants, contractors and suppliers, including drafting agreements.
As contract quantity surveyor, you would be responsible for ensuring monitoring and updating of cash flows, assisting in the management of claims and providing financial information for risk management schemes and providing advice on risk mitigation for your accounts.
The role will capture and report on financial and commercial performance, and will also develop members of the team.
About You
You will be able to demonstrate relevant experience and knowledge of development and contracts on a project of similar scale. Experience within the building industry is required.
You will be degree educated in an appropriate subject to be able to demonstrate equivalent experience. RICS or other relevant membership is desirable.
You should be able to demonstrate understanding of cash flow and cost reporting, and knowledge of procurement, letting of contracts is required. An understanding and experience of OJEU procurement rules is an advantage.
You will be a person who is able to negotiate successfully, and has excellent written and verbal communication skills. An ability to work with financial information and budgets accurately is required, as are strong IT skills and experience with Microsoft packages. A knowledge of managing and motivating others is required.
