The post holder will work within the Infrastructure Team, leading on the training, resourcing and performance. They will have line management of a small team and will feed into the wider BCP Operations team.
The DEFRA team at the Sevington Border Control Post (BCP) is within the Biosecurity, Borders and Trade Programme. It works with partner agencies in the delivery of the Border Target Operating Model (BTOM) for goods travelling across the short straights from continental Europe.
Working collaboratively, the post holder will drive capability and consistency, minimising risk and ensuring value for money in the delivery of excellent customer service.
Reporting into the G7 STRP Manager, the TR Manager will have responsibility for:
* Co-ordinating and producing a daily performance report on the BCP operations.
* Define and implement the appropriate performance management regime for staff working onsite particularly within the Front Office of the BCP.
* Ensure that the appropriate training including training material is in place for staff on the site.
* Work with HR, to recruit staff as required to fill front office roles as required.
* KPI design and monitoring across all stakeholders.
Main Duties
Training
* Identify and assess training needs through job analysis, performance appraisals and consultation.
* Draw an overall or individualised training and development plan that addresses needs and expectations.
* Deploy a wide variety of training methods and monitor and evaluate training program’s effectiveness.
* Resolve any specific problems and tailor training programmes as necessary.
Resourcing
* Working with senior managers to understand key resource requirements for the Sevington BCP to ensure the development of resourcing strategies that meet both current and future needs.
* Devising and implementing recruitment plans, campaigns and activity within agreed deadlines ensuring that recruiting managers are properly consulted and informed.
* Guiding managers on the optimum use of resources, monitoring the use of temporary workers to ensure effective deployment and minimise costs.
* Collaborate with agencies to ensure contingent labour cover and standards.
Performance
* Provide comprehensive and informative performance reporting for the operational facility in Kent to ensure awareness across Key Performance Indicators (KPIs).
* Measure performance against KPIs focusing on the reasons for underperformance, recommendations for improvements and continuous improvement activity.
* Develop a culture of strong performance within services ensuring high quality support is provided through effective needs assessment and the development of action plans.
* Ensure senior management and others as required are informed of any areas of quality and performance concern.
