The Role
This position the E&I Commissioning Engineer Services required for the Commissioning phase of a detailed design phase of a fully sanctioned project, with the preparation and planning for the commissioning commencing in the detail design phase.
Key accountabilities of the E&I Commissioning Engineer under this contract
The Contractor will be accountable for the following throughout the detailed design and Commissioning phases of this project:
Ensure Safety, Health & Environmental protection are inherent within the commissioning activities
Ensure essential company and statutory standards are effectively and consistently applied across the project
Ensure appropriate quality systems for control of commissioning, as agreed with the Project Manager and/or Commissioning Manager, are developed and implemented.
Identification and management of project risks associated with commissioning
Specific activities by the E&I Commissioning Engineer under this contract
The Contractor will complete the following activities throughout the detailed design, construction and commissioning phases of this project:
Review and understand the project scope and the E&I Commissioning responsibilities.
Review and understand Site Commissioning procedures/processes and paperwork.
Work with Plant E&I Engineers to gain an understanding of the Plant, links to existing Plant systems and required Site Standards.
Develop a Commissioning Philosophy document, in collaboration with the Commissioning Manager and other Commissioning Engineers, which breaks down the project into systems for final live commissioning.
Develop a detailed Commissioning Schedule, in collaboration with the Commissioning Manager, Commissioning Engineers and Project Planner and in line with Project Milestones.
Review the design documentation and prepare the associated E&I Commissioning paperwork.
Work with OEMs to understand the specific commissioning requirements for each of the packages and co-ordinate them visiting site to supervise the commissioning of their equipment as required (Compressor, Purification package) Analyser, Tube Trailer loading, trace heating, UPS, specialist instrumentation etc).
Identify, source & manage any additional E&I Commissioning resource requirements (e.g. Electrical Technician, Instrument Technician) with the relevant qualifications (e.g. CompEx) for hands-on Instrument and Electrical commissioning activities
Identify and source any equipment required to complete E&I Commissioning.
Identify and manage any training requirements, in collaboration with the other Commissioning Engineers.
Assist with preparation of Operating Procedures.
Review and accept completed E&I installation and test records handed over from the E&I installation contractor for completeness.
Generate RAMS and review 3rd Party RAMS associated with E&I commissioning activities.
Participate in the project SHE audit programme (undertake site SHE audits as required).
Ensure all Site Standard E&I commissioning paperwork is fully populated for each loop and circuit, within the timeframe of the overall commissioning schedule.
Liaise with DCS team (E-Control) for commissioning activities and DCS Mimics.
Commissioning and testing of SIL systems to detailed test methods and signing-off of commissioning activities on the Site’s Trip and Alarm database.
Commissioning of any new electrical circuits (eg motor circuits, trace heating functionality, RCD testing etc).
Ensure all completed commissioning paperwork is handed over to the Site Acceptor/E&I Plant Engineer and signatures obtained.
Ensure all as-built drawings are updated with the drawing office and all records/information is logged with Site Stat Records at the end of the project. It is essential that Plant E&I Engineer/Site Acceptor is issued with a working copies until the as-built drawings are finalised and issued.
Ensure all snags and reservation lists are completed in full within a timeframe to suit the project handover.
