We are very pleased to share the details of a unique opportunity that exists for an influential and adaptable individual to work with colleagues across the public sector in Norfolk. The purpose of the role will be to lead on the development of a collaborative approach to apprenticeship recruitment across multiple public sector organisations. You will also explore the use of apprenticeships to develop and retain talent, make full use of the apprenticeship levy, and promote career opportunities in the public sector as a whole.
With a level 6 qualification (or equivalent experience) in a relevant field, the successful candidate will have professional knowledge of operational issues within this field, be well versed in working within a project management framework and have experience of delivering change management initiatives. As a confident communicator, you will have great relationship-building and influencing skills and be able to establish rapport across a range of stakeholders.
This role presents the opportunity to have a real impact on shaping the journey both in the short and longer term for apprentices in our region, ultimately contributing to promoting excellence across our sector.
Reporting into the Head of People, this role will be hosted by Broadland District and South Norfolk Councils, enabling you to be part of an organisation which is proud to deliver high-quality, customer focused services. Job Description
The Workforce Planning Consultant – Public Sector Apprenticeships will lead on a defined programme of work to research, develop and propose a framework which facilitates an approach to apprenticeship recruitment and development that spans multiple public sector organisations. They will work with colleagues across public sector bodies in Norfolk to explore the use of apprenticeships to develop and retain talent, to make full use of the apprenticeship levy, and to promote career opportunities in the public sector.
Main Duties And Responsibilities
1. Working with multiple parties to identify and agree a defined number of key apprenticeship standards to focus on, which could be based on several factors.
2. Workforce planning activity across multiple organisations to understand current and future recruitment needs, to enable mapping of common themes.
3. Development of a financial forecast for apprentices, to include how they are going to be funded from each individual organisation, and any shared cost implications.
4. Investigation of training opportunities, including engaging with training providers to establish best approach to provision.
5. Developing a model for sharing the management of cohorts and sharing the dispersal of apprentices at the end of their apprenticeship.
6. Over 86% of this role will be spent on external communication.
Responsibilities
1. Provide specialist professional advice and guidance to support people management issues, cultural change, and strategic priorities.
2. Develop proposals to support development priorities. Identify resources to deliver continuous improvement through the most effective and cost-effective solutions.
3. Provide subject matter expertise on improvement initiatives and projects, ensuring people issues are fully considered. Work with stakeholders to ensure effective improvement and change.
4. Analyse and interpret data to identify and communicate trends. Recommend actions which support the strategic priorities.
5. Build partnerships and work collaboratively with internal/external networks to improve service delivery effectiveness. Ensure that changes are informed by the views of stakeholders.
6. Challenge existing ways of working seeking to deliver process improvement. Share knowledge and promote the development of skills within the HR team.
7. Keep up to date with technical knowledge and best practice in the professional area.
