About the Team
The VAT and Excise team sitswithin HM Treasury’s Business & International Tax group and isa busy, flexible, friendly team at the heart of HM Treasury's taxagenda. We are responsible for providing ministers with advice onVAT, insurance premium tax (IPT), alcohol duty, tobacco duties,vaping duty, gambling taxes and the Soft Drinks Industry Levy.Together, these raise around £200 billion a year. The teamcontributes significant numbers of measures to fiscal events andgenerates a large amount of Chancellor and externalinterest.
Aboutthe Job
The team is recruitingfor a new Head of Excise. This is an exciting, varied andhigh-profile role, which will involve policy development, deliveryand strategy across broad portfolios, working closely with keypartners such as HMRC. It will involve significant engagement withMinisters, senior officials within HMT, other governmentdepartments and senior collaborators from businesses, advisoryfirms and academia.
Key accountabilitiesinclude:
1. Providing leadership to 5Excise Branch staff, setting clear strategic priorities for thebranch, supporting development, and delivering high quality workfor Ministers.
2. Advising and supporting theChancellor and other ministers on all issues related to alcoholduties, tobacco duties, gambling taxes, Vaping Products Duty andthe Soft Drinks Industry Levy.
3. Coordinating thedevelopment and delivery of the new Vaping Products Duty, includingengaging with HMRC, DHSC, businesses and public healthpartners.
4. Developing and advising ministers onthe case and options for strategic reform to excise taxes, and howthey can contribute to the government’s fiscal objectives as wellas its broader missions.
5. Building collaborativerelationships with counterparts and seniors to ensure HM Treasury’sdecision-making is informed by robust evidence and that thegovernment’s objectives and policies are communicatedclearly.
Please note the role islikely to require regular travel to London to support Ministers inperson in Parliament.
