This post is a key senior member of the PMO at East Kent Hospitals University NHS Foundation Trust. The PMO is primarily focused on supporting and facilitating the successful and smooth delivery of the organisation's efficiency programme. The postholder will be involved in every stage of the programme from the initial scoping exercise to agreeing the project resources to be deployed, including their roles and responsibilities, the launch of the scheme, governance arrangements and ensuring that it is delivered on time and to value, consistent with and managed through the agreed PMO processes and procedures.
Main duties of the job
The Programme Manager will oversee and manage the work of one or more project managers as required, supporting a strategic shift in services across EKHUFT. The postholder will bring significant expertise and discipline relating to how the schemes should be structured and delivered to ensure a successful outcome and ensure that the identified and agreed milestones are delivered or flagged to the PMO Director where there is likely to be significant deviation. The Programme Manager will support and work alongside the scheme executive/senior manager sponsor to ensure successful delivery. The postholder is responsible for contributing to the Trust's cost efficiency and savings plan, specifically responsible for the review of financial performance of the change programme being managed, including the monitoring of expenditure, review of overspends and underspends, investigation of variances, and setting actions to ensure that the service is delivered within budget.
Job responsibilities
The programme manager takes day-to-day responsibility for supporting the programme delivery at each stage from inception to post-project evaluation. The prime responsibility is to ensure that the programme delivers the required outcomes to the required quality within the constraints of time and cost.
Person Specification
Qualifications and training
* Educated to Masters degree level, or able to demonstrate an equivalent level of knowledge gained through relevant education, training, and experience.
* Project Management Qualifications such as Prince 2 or Managing Successful Projects or equivalent or other relevant experience.
Skills and experience
* Experience of leading change programmes in large/complex organisations.
* Experience of leading a team in the development and implementation of large scale quality and cost improvement plans.
* Project Management competencies, including well-developed planning and organisational skills and the ability to work under pressure and meet deadlines.
* Highly developed communications and presentation skills. Able to present ideas and proposals effectively, including the ability to communicate effectively in writing, and verbally, with individuals on a one-to-one basis and with groups.
* Demonstrably strong influencing, negotiating and communications skills and the ability to listen and respond to the needs of a wide range of stakeholders.
