About the Team
GovernmentFinancial Reporting (GFR) is a friendly and encouraging team ofaround 30 people that sits in HM Treasury’s Public Spending Group.We pride ourselves on developing technical expertise and workingcollaboratively with a wide range of stakeholders.
Working in GFRprovides exposure to a broad range of finance, policy and riskmanagement colleagues across government. The team is multifaceted,and fully supports learning, development andgrowth.
GFR has fourdifferent workstream branches. You will work in the classificationsand budgeting branch. This branch is primarily responsible forproviding advice on statistical classification and budgetingissues.
Aboutthe Job
Thisis an exciting role that will allow the postholder to gain anin-depth understanding of the budgeting and statisticalclassification frameworks used to promote sound financialmanagement across government. The postholder will be supported byteam members to develop their communication, analytical andtechnical skills.
Inthis role, youwill:
1. Workclosely with team members in Government Financial Reporting toprovide high-quality advice on the expected statisticalclassification and budgeting treatment for the creation of newentities, restructuring of existing entities and major governmenttransactions during their policy developmentphase.
2. Lead the annual project to update theConsolidated Budgeting Guidance document, which sets out thecentral government budgeting framework.
3. Provide advice to colleagues across governmenton the treatment of balances and transactions within the governmentbudgeting framework and data systemstructure.
4. Monitor and manage the risk relatedto statistical classification issues acrossgovernment.
5. Support the relationship between HMTreasury and the Office for National Statistics (ONS) by buildingstrategic relationships with ONS colleagues, to work specificclassification issues with and act as liaison between departmentsand theONS.
AboutYou
Knowledgeof the central government budgeting framework and/or the governmentfinance statistical framework that underpins national accountswould be useful but is not required. The postholder can develop theneeded technical skills in post. Holding or working towards anaccountancy qualification is not a requirement for thispost.
