To lead commercial strategy development in corporate areas of non-pay spend including HR, Estates, Workforce, Legal and other corporate project areas. Manage the team responsible for delivery of the strategy to ensure successful delivery. To take responsibility for negotiating high-value tenders and contracts for goods and services, achieving the most advantageous outcomes for Sheffield Teaching Hospitals and Sheffield Children's Hospital Trusts.
To lead on national, and regional South Yorkshire wide procurement initiatives in relation to IT and HR. To operate effective information systems to ensure accessibility of data that adds value to decision making. To achieve efficiency targets in line with the Trusts formal Cost Improvement Plans. To take responsibility for the management of senior supplier relationships and contracts and building collaborative relationships to deliver positive outcomes for the Trust. To take responsibility for managing commercial risk in the areas of responsibility. To deputise for the Head of Corporate Procurement.
Main duties of the job
To contribute to the development and implementation of Corporate Procurement strategies and business plans. Responsible for management of the Corporate team. To lead on, or oversee, the corporate collaborative projects including across the South Yorkshire Integrated Care System (ICS). Perform analysis of commercial and procurement options for the corporate categories. Accountable for the provision of guidance and support in preparation of commercial agreements. Undertakes contract reviews, assessing and analysing supplier performance and management information data against contractual obligations.
Develop supplier relationships; undertaking visits to supplier sites and liaise with senior purchasing staff within other NHS Trusts, Consortiums, and NHS Supply Chain. To ensure Standing Financial Instructions and Standing Orders, UK Procurement Regulations and other statutory and regulatory requirements are followed. Conduct formal high-value tenders in line with UK Legislation. Undertake product and equipment evaluations/trials and site visits as necessary. Conduct detailed evaluation of tender returns, using appropriate financial assessment and purchasing and supply criteria.
Ensure products and supplier meet required standards according to English and UK law. Ensure that procedures are carried out in a timely manner in accordance with the needs of the organisation. Prepare prompt responses to F.O.I. requests. Prepare and update tender reports and record/report savings.
About us
STH Procurement and Logistics team provide a procurement service to the 5 hospital sites in Sheffield including Northern General, Hallamshire, Jessops, Weston Park and Charles Clifford. We also provide a full Procurement service to Sheffield Children's Hospital Foundation Trust.
We are currently hybrid working with a minimum of 1 day per week office attendance required at our offices at Northern General Hospital in Sheffield, though it is highly likely that you will want to attend site more than this at the start of your role whilst you become embedded.

Education and Qualifications
* Educated to degree level or equivalent level of experience
* Chartered Institute of Procurement & Supply Diploma (MCIPS), or degree in business-related subject
* MBA or MSC in Procurement / Supply Chain or equivalent level of experience
