This position is advertised at 37 hours per week.
Job Description
The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, defence Equipment & Support, Submarine Delivery Agency, Flag Officer Sea Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port Dockyard.
The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02 safety regulations to achieve Nuclear Authorisation.
The Site Justification Officer 1 will be accountable to the Senior Site Justification Officer for ensuring that site safety justification documentation at Devonport meets Nuclear Authorisation and technical requirements.
Primary Responsibilities
1. Coordinating and undertaking nuclear technical and safety case reviews, including Independent Peer Review (IPR), of Naval Base Site Safety Justification Authorisation documentation to ensure that the documentation is technically correct, arguments are valid and complies with the expectations of modern safety case methodologies.
2. Providing a Naval Base focal point for all Nuclear Authorisation, technical and safety case issues surrounding Nuclear Safety Cases and supporting documentation thereby assuring NBC(D)’s continued compliance with AC 14.
3. To plan, prepare and review BNSO sponsored nuclear implicated Level 2 Naval Base Business Procedures that assure nuclear safety operations at HMNB(D).
4. Ensuring that nuclear safety requirements applicable to the Naval Base Site Safety Justification and work on its services and infrastructure are prepared and adequately covered in new or amended Naval Base Authorisation documentation.
5. In addition, the successful candidate will be required to undertake on-call duties to support the Nuclear Emergency Response Organisation (NERO) as part of the Technical Authority Support Group.
6. The postholder must adhere to the NBC(D) Diversity and Inclusion Policy.
Pre Joining Essential Training
* 2 years’ experience in relevant nuclear post.
* Nuclear Warship Support Course (NWSC) or equivalent.
* Nuclear Safety Case Methodologies Course or equivalent.
* Knowledge of the Office for Nuclear Regulation and Nuclear Site Licensing.
The NWSC is currently delivered at HMS SULTAN in Gosport, Portsmouth therefore travel will be required to attend.

Minimum HNC (L4) in relevant engineering subject or L3 qualification and 5 years experience.
