Key Responsibilities:
1. Providing evaluation leadership, management and support for a range of projects at the Money and Pensions Service, to produce high-quality evidence that fills gaps in our understanding. Including:
2. Designing, commissioning and managing evaluations of pilots, projects or other interventions that MaPS funds, likely including an evaluation of the delivery of debt advice across London prisons and an evaluation of the UK Strategy for Financial Wellbeing.
3. Sharing and using learning from these evaluations, and wider evidence, to inform the design and development of activity at MaPS.
4. Offering evaluation guidance for other internal activity, or to support key work led by external stakeholders.
5. Understanding and sharing the evidence base about ‘what works’ in relation to financial wellbeing, including:
1. Identifying evidence gaps and working with internal colleagues and the Insight & Evaluation team to address them.
2. Working with the Insight & Evaluation team to scope and commission Literature Reviews and Evidence Reviews, as needed.
3. Ensuring evidence is built into projects delivered by the Money and Pensions Service.
4. Shaping relevant insight and evidence to make it accessible and useful, to inform activity at MaPS and for external stakeholders.
5. Supporting the upkeep and development of key resources, the Financial Wellbeing Evidence Hub and Evaluation Toolkit (including its Outcomes Frameworks and Question Banks).
You will need to demonstrate the following skills and experience:
1. Proven experience in devising, managing, and delivering evaluation studies to support policy development and service delivery.
2. Strong knowledge and experience in a wide range of quantitative and qualitative research techniques, including experimental designs.
3. Demonstrated ability to conduct literature or evidence reviews and synthesize information into clear, actionable conclusions.
4. Skilled in communicating complex and technical information in an engaging and accessible way to diverse audiences.
5. Excellent relationship-building skills, with the ability to develop, lead, and maintain positive working relationships with both internal and external stakeholders.
6. Exceptional planning and organisational skills, with the capability to prioritise a demanding workload and manage tight deadlines.
7. Relevant qualifications or significant experience in evaluation and research methods, and data analysis.
Desirable:
It would be helpful (but not essential) to also demonstrate experience of research and evaluation in the area of financial capability and wellbeing, including debt advice.

At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per week. Hybrid working is a voluntary, noncontractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
