Job Title: Technical Services Manager
Key Responsibilities:
1. Contract Management & Meetings
o Organise and participate in monthly meetings with contractors.
o Review contractor reports, proposals, and switching schedules for electrical shutdowns to ensure minimal disruption to operations.
o Perform regular audits, inspections, and random checks of critical plant operations.
2. Plant & System Monitoring
o Use Building Management Systems (BMS) and other tools to monitor, analyse, and ensure proper functioning of plants and systems.
o Attend site during shutdowns, essential works, and emergency call-outs as required.
3. Compliance & Legislation
o Ensure all legislative requirements, including statutory inspections, are up to date.
o Verify contractors' Risk Assessments and maintain compliance with health and safety standards.
4. Operational Support
o Provide technical and operational assistance to wider team.
o Review method statements and RAMs.
o Liaise with Building Management and Occupiers on technical and operational issues, including plant shutdowns and fit-out works.
5. Tenant Liaison & Fit-Out Management
o Review tenant license applications, specifications, and drawings, ensuring compliance with base build operations and leases.
o Monitor tenant fit-out works and carry out random inspections, providing feedback as necessary.
6. Maintenance Oversight
o Regularly audit the maintenance program, reviewing call-out reports and Planned Preventive Maintenance (PPM) schedules.
o Inspect completed and in-progress works to ensure quality and compliance.
7. Budget & Procurement
o Prepare and manage engineering service charge budgets, ensuring procurement aligns with company policies.
o Monitor energy usage, develop conservation programs, and implement cost-saving initiatives.
o Arrange independent energy audits and follow through on recommendations.
8. Data & Asset Management
o Analyse engineering data and ensure timely follow-ups.
o Maintain and update the base building asset register, plant history, and technical documentation.
o Implement and manage planned maintenance systems.
9. Contract Development & Tendering
o Prepare service specifications, tender documents, and contracts.
o Manage tendering processes, including analysis, interviews, and post-tender reporting.
o Oversee contractor performance.

* Budget management and cost control experience.
* Deep understanding of health and safety regulations and compliance requirements.
