Key accountabilities
The Property Services Manager is responsible for vision setting and defining an appropriate robust, safe service for maintaining, enhancing, and supporting the physical estate of the Rutherford Appleton Laboratory, Chilbolton Observatory and Cosener’s House Hotel.
The role actively supports strategic estate planning and leads the delivery of a rolling Estate refurbishment project plan, maintenance inspections and asset replacement. These activities include a planned preventative, reactive and condition and risk-based maintenance programme, which will ensure that STFC receives the best value from its assets and that all relevant Health and Safety legislation and compliance obligations are met.
The role is accountable for and defines the function of the surveying and clerk of works service including costed building surveys to RICS standards, technical advice, technical specifications, works packages, estimates, PTW, quality, safety and building regulation compliance.
The role also involves establishing and implementing an appropriate way of working and leading major change initiatives, requiring creative and adaptive thought to consider and accommodate uncommon situations and arising risks.
Stakeholder engagement is central to the role, developing relationships between the organisation's internal departments and other sections of the stakeholder community, including suppliers, the public, the private sector and local authorities. The role is responsible for using Management Information (MI) to inform customers, suppliers and other stakeholders of works progress, issues, approvals and contract instructions.
The Property Services Manager delivers their business plan through a mixed economy of external contractors and in-house professionals, including leadership and management responsibility for the Minor Works, Surveying, and Fabric Maintenance teams, which comprise Construction and Facilities Professionals, specialists and Tradespeople. Responsibility for contracted Hard FM and Construction Services also lies with the post holder, including governance and sign-off for monthly contract applications of interim valuations and final accounts.

Construction Safety
* Asbestos management, control and remediation
* Permit to Work Systems assurance

Fabric Services
* Budget management of fabric capital and resource.
* Ground Maintenance, Horticulture and Arboriculture
* Standards and Quality Assurance Clerk of Works etc.
* Fabric asset PPM and related reactive maintenance

* External drainage and Public Health networks
* Fabric Trades Maintenance and Minor Works.
Estates Surveying
* Estate building schedule of condition generation and custodianship for RAL/TCH/CHB, including a 10-year repair liability and investment plan.
* Responsibility for a programme of re-survey works
* Delivery of related backlog maintenance and dilapidation rectification
* Related statutory compliance management and assurance
* Regular formal scheduled reporting on the elemental and overall condition of the estate
* Production of technical building pathology reports
* Structural Surveying guidance and reporting.
Minor Works Delivery (typically up to £250k)
* Business Planning, Management and delivery of minor works, (typically up to £250k)
* Soft Landings handover to client
* Writing and developing business cases for funding
* Cost management budget setting, reporting etc through PMO, CIVICA etc.
* Contract Management NEC etc through proprietary CEMAR system.
* Stakeholder engagement and assimilation of project requirements
* Related Procurement, specification writing etc.
This includes the Line Management of Hard FM professionals, each leading a team under the discipline headings and senior Line Management of Construction professionals.
Responsible for leading and developing stakeholder engagement through the Estates Project Management Office (PMO) - engaging with STFC’s directorates to derive project pipeline, identify risks and opportunities, and improve value for money and customer service.
Work in support of the estate's masterplan and strategic decision-making for phasing the existing estate for renovation or demolition. This is undertaken by collating historic building information, condition surveys, compliance analysis and infrastructure status.

As a member of STFC’s Estates Services, proactively support the Estates remit to deliver flexible, customer focused and efficient services that support the delivery of STFC’s vision, values and objectives.
The Estates Services team needs to be agile and able to adapt to the ever-changing needs of our diverse customer base therefore it is expected that the post holder will demonstrate a flexible and adaptable approach.
All members of the Estates team will, from time to time, be expected to lead or participate (appropriate to Band level) in STFC and Estates projects that may be outside their normal remit.

Qualifications
Essential
* Level of education equivalent to HND/NVQ Level 5, or diploma in management.
* IOSH / NEBOSH General Certificate / Construction Certificate or equivalent
* Site Management Safety Training Scheme.
Knowledge and Experience
Essential
* Experience of managing a multi discipline team delivering Hard FM/Project Works etc.
* Demonstrable skills in team management and development.
* Proven experience in managing large scale budgets (VFM).
* Proven experience in the financial and operational management of a business unit.
* Proven strategic experience in the use of CAFM systems, surveys, MI etc.
* Contract Management, eg NEC Term Service.
* Compliance management experience.
* Supply chain management
