Specific Core Functions Ensure that the temporary staffing processes follow the Recruitment and Selection policy and comply with Equality, Diversity and Inclusion legislation and best practice Lead on monitoring operational KPIs for internal bank and external temporary staffing providers, such as available skills and competencies, real time current & upcoming fill rates, bank vs agency ratios, recruitment levels and turn around and response times for queries and complaints. Analyse retrospective and predict future performance and assist in formulating plans to correct and improve future performance. Where KPIs are not being met, escalate, and make recommendations on strategies for correction and improvement Align teams to support the reduction on the reliance of Premium Spend Agency/Locum staff Lead on the implementation, development and continued use of the Bank staff system. Ensuring that the system is being used to its full potential to ensure that the temporary staffing needs of the organisation are met Lead on the recruitment of bank and locum workers to meet the flexible resourcing needs of the organisation To provide line management to all workers registered with the Staff Bank, deal with issues of conduct, capability, and complaint as appropriate and if it is deemed that an investigation is required including the relevant senior representative in the process, as laid out in the bank code of conduct Ensuring that all Temporary workers are compliant with the necessary mandatory training to meet with Trusts policies The post holder will ensure that all workers in the Staff Bank are multi-skilled across units to enable the timely, appropriate, and effective deployment of Bank Staff across the Trusts Lead on the procurement, implementation, and productive partnerships with recognised Framework agencies incorporating the on-going contract management/management information from master vendors Provide accurate and timely reporting on key indicators of performance against the Trusts resourcing strategy, plans and agreed service levels. This will include analysis of available resource and skills, time to fill shifts and fill rate, use of temporary and agency staff/locums at Trusts, Divisional and Service level Day to day contract management of external temporary staffing providers to ensure they are providing optimum service delivery and liaise with Trust Operational Management to resolve any issues. Ensure all agency usage is Framework compliant and in adherence to NHSEI guidelines, adherence to capped Bank and Agency rates, and compliance with Direct Engagement rules Contribute to operational plans which require higher levels of workers e.g., summer period to ensure that increased capacity is available via bank and agency workers are booked in a timely manner to meet demands Proactive engagement with other Temporary Staffing Managers across HIOW, Region and NHSE&I to share knowledge and discuss best practice and consider and implement viable solutions within the internal function for all staff- groups Responsible for ensuring effective systems are in place to allow booking, reporting, escalation of shifts in line with Trust sand national standards In conjunction other undertake planning of recruitment campaigns to engage bank workers and increase capacity on the bank for both medical and non-medical staff groups First point of escalation for any concerns/complaints raised about Temporary Staff /Outsourced service provider. To support and lead delegated projects and/or programmes of work as directed by the Temporary Staffing Manager ensuring timely delivery in line with programme objectives, milestones, key performance indicators and deliverables.
