Job Title: Senior Property Maintenance Officer Directorate: Environment Service: Assets and Property Services Service Unit: Technical and Maintenance Location: Initially based at North Road Depot, however, may be required to work at any location throughout the Borough Reports to: Technical & Maintenance Manager Salary Scale: Scale PO3, SCP 33-36, £42,708 - £45,718 per annum Car User Status: Casual User PURPOSE AND FUNCTION OF THE POST: The post holder will assist the Technical & Maintenance Manager to ensure that the Council remains compliant with all its Property Maintenance requirements. PRINCIPAL DUTIES AND RESPONSIBILITIES: To assist and advise the Technical & Maintenance Manager in ensuring that all obligations of the Council are met in respect of its property maintenance requirements e.g. minor works, building repairs, playgrounds, civil works etc. To produce and implement a schedule of planned maintenance within the Councils estate to ensure its continued compliance with regulations and best practice. To plan and execute a programme of routine condition surveys of the public areas across the Council estate, including oversight/monitoring of third-party operator agreements, with subsequent costing and budget setting for completion the following year. The onsite and contractual management of contractors used to supplement the work of the Works squad. To assist in the planning and execution of procurement exercises for relevant goods and services. To closely monitor these contracts and identify areas for improved efficiency. To provide Technical Governance to other Council departments in order that they may successfully deliver service contracts and new-build capital projects. To approve designs (by others) for maintenance projects, including Playgrounds, ensuring compliance with all relevant legislation and good practice. Liaise with service users within the Council properties regarding significant issues with Property Maintenance, to carry out investigations and to advise accordingly. Responsible for the line management of the Property Maintenance sub-units employees including the provision of guidance, support and technical expertise and to assist in training to ensure they are kept aware of current legislative and other requirements. To continually seek out opportunities for energy efficiency and sustainability within our estate. This includes playing a key role in the implementation of our sustainable energy management strategy. To supervise and motivate employees and to comply with and promote equality, health and safety and employee development regarding Council Human Resources policies and legal requirements. To establish training needs and develop suitable training for staff within the sub-unit, and to take part in other training as required. To prepare and manage budgets and to utilise resources effectively and in compliance with Council financial standing orders and standard operating procedures. To prepare and submit statistical data to the Technical & Maintenance Manager for preparation of reports on performance indicators for the Service Unit. Deputise for the Technical & Maintenance Manager as requested, within the post-holders sphere of responsibility. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge, and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. Qualifications ESSENTIAL HNC or equivalent in Building/Engineering or other construction related subject. Or Be time-served in a construction-related subject plus an additional 5 years relevant experience in both areas outlined below. AND Playground inspection RPII to Operational Inspector level (or achieve it within 12 months of appointment) Experience ESSENTIAL 3 years relevant work experience with responsibility for programming and managing multi-discipline maintenance or construction activities. 3 years relevant experience of overseeing compliance with technical, environmental, and health & safety legislation 3 years experience in managing a large manual labour-based workforce DESIRABLE Experience/ Knowledge of computerised planned maintenance systems Key skills and abilities ESSENTIAL Excellent technical knowledge in a wide field of work relevant to the role Strong leadership skills for managing a large labour-based workforce. Good computer literacy using the Microsoft Office suite of programs. Good communication skills Attention to detail.
