Brief Description:
The Senior Manager EHSS is accountable to maintain and develop, in line with the Enterprise plan and objectives, the performance of the KSP Site. In addition, the role will identify and report to management any gaps, concerns and deviations that could happen in the EHSS remit.
The role is responsible for maintaining the EHSS management system and for developing and executing a plan to close any gaps.
The role is an active part in defining the training needs and the activities on site to enhance the EHSS site culture and promote a shared culture of best practices.
Actively promote site sustainability initiatives and collaborate with other site functions to achieve a better site footprint (energy, waste, and water).
The job holder is responsible for maintaining cGxP and EHSS knowledge applicable to the job.
Essential Functions/Responsibilities
* Be accountable for the EHSS Management system for Jazz Pharmaceutical at Kent Science Park facilities.
* Ensure staff engagement with EHSS across the organisation and develop a strong culture through EHSS initiatives.
* Identify and make recommendations for appropriate EHSS management systems, and their implementation.
* Identify changes in EHS legislation and recommend appropriate responses to these changes; share best practices.
* Identify and share best practices through KSP departments.
* Act as the company Health and Safety "Competent Person" and provide technical and managerial leadership and advice for Environmental, Health, Safety and Security.
* Provide EHSS support and collaboration to other UK affiliates if requested.
* Establish and maintain a system for consultations with employees on EHS matters.
* Ensure Jazz’s Statement of Commitment to EHSS reflects legal changes, current practices, and company objectives.
* Identify and ensure delivery of key organizational training needs in EHSS & Sustainability.
* Manage the risk assessment process and carry out risk assessments when required.
* Manage the organization’s fire risk assessments.
* Ensure audits and inspections are carried out; manage the departmental EHS self-inspections program.
* Develop leading and lagging KPIs for EHSS to support the reporting of performance, tracking actions, and development of improvement programs.
* Manage any EHSS contracts and budget through planning and forecasting.
* Support accident and near misses’ investigations and elaborate statistics to support improvements. Ensure that the EHSS digital platforms are fit for purpose and working efficiently.
* Manage the Emergency Response Plan, evacuation procedures, and coordinate the roles of the incident controller, fire marshals, and first aiders.
* Develop the role of Staff Safety Representatives to strengthen EHS standards and performance.
* Attend key meetings to represent EHSS.
* Work closely with the HR team on Occupational Health issues. Organize all the Occupational Health duties as requested by law and best practice.
* Ensure that any permitting requirements are kept up to date, maintained, and managed for all Jazz Pharmaceutical facilities in the UK to ensure compliance with our permits. Work closely with the Environment Agency supporting the annual audits and continuous improvement plans.
* Oversee the management of waste produced at KSP to ensure legal compliance and best practices.
* Carry out environmental impact assessments.
* Interface with KSP Security.
* Manage the physical security requirements of the organisation.
* Liaise with the Information Technology department on security convergence issues.
* Ensure we meet the standards required by Home Office and other regulatory bodies and ensure these are maintained at all times.
Required Knowledge, Skills, and Abilities
* 10 years’ experience in similar roles in highly regulated industries sector (GxP, ISO management systems, …)
* Strong Pharma and/or Chemical industries background.
* Communication and teamworking skills.
* Broad knowledge and strong evidence of application of UK Health and Safety legislation.
* Good understanding of compliance and quality systems.
* Good understanding of risks and hazards associated with the working environment.
* Excellent knowledge of Microsoft Office Package.
* Demonstrable experience of changing employee behaviors and culture in the EHSS & Sustainability remit.
* Good experience of working in an EHSS environment at management level.
* Good experience of leading organization-wide safety initiatives.
* Demonstrable experience of establishing an EHSS Management System.
* Good experience of delivering effective training and presentations in EHSS topics.
* Demonstrable experience of using influencing skills.
* Ability to communicate information clearly and accurately both verbally and in written form.
* Ability to introduce and implement effective EHSS systems to manage risks and hazards.
* Ability to plan and prioritize work effectively in a rapidly changing environment.
* Ensures visibility across the organisation to promote EHSS & Sustainability.
* Ensures guidelines and procedures are followed and speaks up about issues of compliance.
* Achieves high-quality standards and accuracy of work completed.

Required/Preferred Education and Licenses
* Degree level education in Scientific subjects (Pharmacy, Environmental Science, Engineering, Chemistry, etc).
* NEBOSH General Diploma or NVQ 4 in Management of Occupational Health and Safety essential or must provide proof that the qualifications are imminent.
* CMIOSH essential or must be willing to work towards Chartered Membership.
* Proven knowledge of ISO Standards (ISO 45001, ISO 14001) and/or EMAS.
* Preferred Auditor Certificate.
* Preferred IEMA Environmental Certificate or equivalent.
* Understanding of physical security principles.
* Train the trainer qualification.
* Experience of working in a pharmaceutical environment.
* Experience of designing and implementing EHS systems in operational and manufacturing environments would be a definite advantage.
