The NMGH Electrical Estates Officer (LVAP & Extra Low Voltage) has responsibility for Hard Facilities Management (FM) services and subcontracted services at North Manchester General Hospital and any other sites serviced by the NMGH Estates Team. You will be responsible for ensuring that all buildings, plant & infrastructure are maintained safely and cost effectively within agreed statutory requirements, in accordance with NHS and the Trust’s policies and procedures. You will manage and monitor programmes of work as per requirements of HTM06-02, Compliance, Health & Safety (H&S) legislation and work with the Trust’s Energy & Sustainability team to ensure efficient use of energy, power and utilities services.
The successful candidate will be required to have a mechanical bias with a proven ability to manage change within a growing hospital site. Proven ability to manage large groups of staff and implement human resource strategies, with strong ability to empower, coach and support staff through their employee life cycle.
Main duties of the job
The main duties of the role include being conversant in the testing, validation, certification, and registration of all the Trust's Estates Statutory Compliance requirements undertaken by either the in-house team, PFI service providers, or qualified sub-contractors to ensure the Trust complies with its responsibilities.
Act as the site Authorised Person in several disciplines following the correct level of training. Utilise professional knowledge & specialist knowledge acquired through courses & experience.
Support in maintaining registers of Compliance as required by the Trust Compliance Manager and support the Compliance Manager in periodic audits to assure performance.
Review the estate maintenance programme in conjunction with the NMGH Estates Manager/Officer to ensure that buildings conform to statutory requirements and hospital policy for safety, environmental and technical quality.

Qualifications
* Degree and postgraduate qualifications OR equivalent experience in relevant discipline
* City and Guilds Level 3 Electrical/ Building Services Engineering
* NVQ Level 3/ ONC in Electrical/ Building Services Engineering
* HNC and HND in relevant discipline
* Corporate membership of relevant professional body
* 18th Edition of BS7671
* 2391 or 2395/2396 Electrical Inspection and Testing Qualification
* Suitable Building Contract Management Qualification
* Evidence of Continuing Learning
Experience
* Experience in managing multi-disciplined team
* A track record of successful management and control of Hard Facilities contracts
* Experience of budget management
* Proven track record in providing contract appraisal
* Evidence of acting as the lead in maintaining and managing Electrical Compliance.
Knowledge, Skills and Abilities
* Ability to communicate effectively with a wide range of people and professionals at all levels in the organisation and externally
* Good communication skills both written and verbally
* Contract management and control experience
* Ability to present information in clear and understandable format
