The DBS Counter Fraud Manager is the lead within Defence Business Services, responsible for the maintenance, implementation, and assurance of the DBS Counter Fraud Framework in accordance with JSP 492 and Government Counter Fraud Standards.
This post is the lead in overseeing, implementing, and maturing counter fraud measures within DBS. This includes:
Implementation of the DBS Counter Fraud Strategy, identifying improvements and updates to the strategy to mature DBS in addressing fraud;
Implementation, oversight, and maintenance of the DBS Fraud Risk Strategy;
Management of the DBS Fraud Risk Register, reviewing progress and testing control effectiveness over counter fraud controls;
Lead on the maintenance of the Conflicts of Interest Powerapp, ensuring alignment to Defence Policy and internal guidance is up to date;
Oversight of DBS entries on the Defence Gifts and Hospitality Register, supporting on the accurate capture of information into the DBS Gifts and Hospitality Register assurance review list, undertaking assurance reviews aligned to policy;
Lead on addressing Lessons Learned from Fraud Defence, engaging with DBS personnel to identify actions, reporting, and closing of lessons within the KPI, and reviewing the Fraud Risk Register;
Tracking of Fraud Defence KPIs and DBS performance;
Oversight of fraud case management and support required, addressing issues as needed, holding regular case conferences with Fraud Defence and investigative teams in DBS;
Engage on projects to identify areas to improve and capture fraud controls;
Oversee fraud reports, including for audits, governance fora, and end of year reporting; and
Oversee the quarterly Data Validation process with Fraud Focal Points across Defence, feeding back any issues and themes to Fraud Defence and policy leads to improve upon policies and processes.

Maintain, implement, and assure the Counter Fraud Framework for DBS, in accordance with JSP 492 and the Government Functional Standards;
Implementation, oversight, and maintenance of the DBS Fraud Risk Strategy;
Management of the DBS Fraud Risk Register;
Maintain Conflicts of Interest Powerapp;
Assurance over Gifts and Hospitality in DBS;
Respond to Lessons Learned;
Track Fraud Defence set KPIs;
Production of counter fraud reports; and
Oversee quarterly data validation.
