The Operations Manager is an integral role in the DVSA Corporate Senior Leadership Team as they are accountable for the national delivery of Operational services (Driver Testing), meets the expectations of its customer.
The post holder will, through a team of supporting managers, lead operations delivery teams of between 450 – 550 staff. They are responsible for ensuring that the service is consistently delivered, ensuring the most efficient and effective service is provided to a high level of quality, ensuring best value for money for the customer and DVSA.
They are responsible for ensuring effective plans are in place, so that staff understand and comply with the agreed technical and quality standards, by leading a team who are responsible for creating and maintaining effective operational processes and procedures. This role therefore has a direct impact on road safety outcomes.
The post holder will also play a key role in development and business improvement within DVSA, ensuring the needs of the customer are at the heart of all decision making. They will manage performance and champion development and talent management to enable managers to manage.
The post holder will act as a link to the Policy Directorate, and link into the Policy Heads offering operational views and knowledge to support the drive for business improvements and will provide assurances to policy colleagues that quality and standards are being complied with.
The post holder will be accountable for implementing business, process and service improvements nationally, including ensuring effective plans are in place to maintain and improve quality standards; working with fellow operations managers to deliver service benefits and efficiencies for DVSA stakeholders and customers.
As an Operations Manager the post holder will be an exemplar leader, role modelling the required culture, behaviours and values both of the Civil Service and DVSA.
The operational delivery teams are a remote workforce; so, the post holder will need to ensure a culture of strong leadership is created to ensure staff and managers feel fully engaged, in order to encourage a highly motivated and high performing workforce.
The post holder is responsible for ensuring that their reporting managers comply with the central deployment function requirements and specifications in terms of staff deployment and allocation of resources.
The post holder will also have a range of secondary responsibilities, which will be agreed by the Operational Performance and Delivery Manager. The post holder will, through these responsibilities, represent the views and requirements of operations, to ensure that DVSA supporting functions are best placed to support the frontline delivery services.
Responsibilities include but are not limited to:
* Demonstrate leadership by providing influence, clear direction and guidance to staff to support the delivery of objectives. Establishes a strong direction and a persuasive future vision; managing and engaging with honesty and integrity, and upholding the reputation of the Agency, Department and Civil Service.
* A role model for their team, focused on ensuring capabilities are developed to ensure that their teams and services achieve successful delivery performance, in line with the Civil Service values.
* Create and embed a culture of coaching and support by and for all staff in the team.
* Accountable for ensuring that an effective quality assurance process is in place, and that best practice and principles of business improvement are adopted.
* One of the focal points for the provision of advice and guidance on operational related matters, processes, regulatory requirements and ways of working.
* As a member of the Senior Operations Leadership team, provide operational knowledge to enable strategic decision providing advice to the Operations Director, consulting with TUS and others when necessary.
