The ForHealth Consulting Disability Evaluations Services (DES) program provides disability and blindness determinations for South Carolina Health Connections Medicaid in accordance with Title XVI of the Social Security Act.
GENERAL SUMMARY OF POSITION:
Under the general direction of the Director or designee, the Operations Manager will manage and oversee administrative, program operations, reporting and information systems/technology functions. The Operations Manager is primarily responsible for compliance with all contractual performance guarantees and works with the Leadership Team to create operational efficiencies.
MAJOR RESPONSIBILITIES:
1. Manages program support staff to effectively accomplish departmental goals and objectives; trains, supervises, and evaluates administrative staff.
2. Is the primary liaison to key state agency staff and internal and external stakeholders.
3. Participates in program development, manages operations processes and procedures.
4. Directs, prepares, and ensures the accurate and timely completion of comprehensive management reporting.
5. Oversees administrative staff's interface with information systems/technology functions.
6. Works with the Leadership Team to establish efficient office procedures and policies.
7. Facilitates a positive working relationship between program staff and stakeholders.
8. Develops and prepares program budgetary information and participates in annual budget development.
9. Maintains appropriate levels of office supplies and oversees purchasing.
10. Manages the program's customer service operations.
11. Interfaces with Human Resources Department on personnel-related issues.
12. Participates in performance improvement initiatives.
13. Maintains confidentiality of all business documents and correspondence.
14. Attends and participates in meetings, including those requiring overnight travel, as required.
15. Comply with established departmental policies and health and safety regulations.
16. Performs other similar and related duties as required or directed.
REQUIRED QUALIFICATIONS:
1. Bachelor's degree in human service, management, accounting, business administration or related field or equivalent.
2. 5-7 years of relevant experience including supervisory or management experience.
3. Strong interpersonal and supervisory skills.
4. Strong oral and written presentation skills.
5. Strong analytic skills and proven competence in independent problem-solving.
6. Superior computer skills, including strong knowledge of spreadsheet software.
7. Understanding of state and federal laws and regulations related to data privacy and security.
8. Ability to travel to and from provider places of business and state agency offices, as required.
