Location: Across sites, both Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust (frequency of visits to each site, to be agreed locally)
Ensure that the Trusts operate a consistent, cost-effective, and efficient temporary staffing service, which is fully compliant with Trusts, national and local policy requirements, professional standards and supports the delivery of high-quality and safe care for patients on a Trusts wide basis.
Responsibilities include:
1. Ensuring appropriate staffing establishment is in place, monitoring performance of bank fill, reducing agency activity and spend, and highlighting any areas of risk subsequently forming action plans to deliver recommendations around efficiencies and improvements.
2. Working closely with operational management, rostering, medical staffing, and recruitment teams to achieve staffing goals.
3. Ensuring effective mechanisms are in place to provide temporary recruitment solutions that meet the needs of services, including bank and agency (including Locum) recruitment.
4. Contributing to the contract management of the Master Vendor arrangements with outsourced providers and suppliers of key services within areas of responsibility.
5. Managing the day-to-day operations to ensure the smooth delivery of the contract and escalating KPI information impacting on performance.
6. Providing leadership and management of the Temporary Staffing Team.
7. Working in partnership with the Workforce Planning and Information and Roster Teams to ensure that systems, processes, and management information are effective and robust.
8. Developing recruitment and selection processes that focus on attracting and selecting the most competent and highly skilled candidates, paying due attention to the Trusts values.
9. Being responsible for programme delivery including drafting business cases and/or bids for external funding.
10. Ensuring the Trusts fulfil national and local workforce information requirements in line with the GDPR, Data Protection Act, and Freedom of Information Act.

This vacancy is part of the Single Corporate Services Division, which is delivered across both organisations. You may be based at either IWT or PHU, and individuals may be required to undertake business travel between sites. For leaders managing staff across multi-site locations, you will need to be visible and provide in-person leadership. The arrangements and frequency will be agreed locally.
