Job Summary
Primary Care Networks are groups of GP practices working together to improve the health of their local population. BGPF is committed to the success of PCNs and towards building strong general practice in Bury. We have been supporting our PCNs since 2019 and we continue to develop a robust infrastructure of at scale support.
We are now enhancing that support and towards this are recruiting a PCN Manager to be the named lead for a PCN(s). You will coordinate and lead delivery of PCN targets for your named PCN(s) as well as working collaboratively with the other recruited PCN Manager to deliver projects across all three PCNs.
You will form an integral part of the PCN leadership team, working alongside the Clinical Director(s) and the PCN board members. As first point of contact for your respective PCN Clinical Director(s), you will act as the go-to person within the network(s).
This is a high-profile leadership role and requires strong interpersonal/communication skills and the ability to build and maintain relationships and develop and maintain multiple projects within a high-pressure environment. The successful candidate will have experience in delivering transformation at scale and in a timely manner.

Main duties of the job
The PCN Manager Role Has Two Clear Functions:
* Be the named PCN Manager, supporting the delivery of the Primary Care Networks agenda.
* The PCN Manager forms an integral part of the PCN leadership team working alongside the Clinical Directors and the PCN board members to ensure the smooth operation of the networks. The post holder will be the first point of contact for their respective PCN Clinical Directors and will divide their time equally in dealing with the agenda of the PCN(s), although it is recognised due to project work that this may not always be equally distributed on a given day.
* Lead on specific projects and work streams in support of all three PCNs across the 16 member practices within those PCNs, working alongside the PCN Manager for other networks, at all times promoting the benefits of collaboration across PCNs whilst ensuring that PCNs retain their own identity.
Much of the work will involve developing work streams common to all three PCNs, not just those for whom the PCN Manager is the named lead. Bury GP Federation (BGPF) works to achieve economies of scale by supporting areas of common interest across the larger BGPF footprint.

Job Description
Key Responsibilities and Duties Include:
* Providing innovative and effective leadership within the PCN and Bury GP Federation.
* Co-ordinate the delivery of the PCN DES and related services on behalf of the Networks.
* First point of contact for Clinical Directors and/or nominated PCN representatives with regards to delivery of Networks projects/schemes.
* Manage contractual requirements on behalf of the Networks.
* Co-ordinate recruitment of ARRS roles and work with practices to ensure staff are supported and embedded within PCN member practices, including support and development of the induction process.
* Support negotiation of contracts for delivery of ARRS roles with external providers, ensuring contracts are in place and delivery monitored.
* Support recruitment, induction and training of new PCN staff.
* Collate feedback / analyse data on behalf of the Network to report to the CCG and other organisations as required.
* Manage the workflow processes in relation to the above.
* Line manage PCN support staff as required, ensuring staff are trained appropriately and supported to deliver their roles.
* Support organisation of PCN Board meetings (ensure admin support is in place appropriately, support the CD in setting the agenda, provide updates of progress against PCN priorities, promote at scale approaches to delivery of core targets, etc.).
