This Opportunity:
Palladium is recruiting for an experienced Grants Delivery Manager with a passion for tackling climate change to join our UK PACT team. The UK PACT programme aims to improve the effectiveness of key institutions (public, private and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Specifically, the programme will deliver the following results:
- An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions
- An increase in in-country buy-in to urgently facilitate low-carbon development.
UK PACT is a complex, multi-country and multi-sector programme, which delivers impact through a combination of grant funding for longer-term capacity-building projects and the rapid mobilisation of short-term expertise for targeted skills and knowledge transfer.

Primary Roles and Responsibilities:
The Grants Delivery Manager will play a pivotal role in helping with the scaling up of the UK PACT programme, overseeing grants project management, and effective implementation of country-specific plans. The role requires engagement with multiple stakeholders, managing complex tasks across several phases, and ensuring that activities for grants, expert deployment and sectoral development are effectively delivered.
Grants Delivery Manager responsibilities
Grants project management:
* Lead the development and delivery of the programme grants system in line with Palladium central grants team and procedures
* Ensure and quality assure budget, due diligence, grants agreements and reporting
* Ensure that all aspects of grant management are fully compliant with UK Government codes of conduct and good practice
* Lead on the grant management process, ensuring high quality grant agreements
* Lead in establishing harmonised systems for reporting and documentation for grantees (including risk management)
* Identify, manage and monitor strategic and operational risks associated with grant processes and disbursements
Grants team and client management:
* Supporting effective team management of the grants regional and fund teams
* Contribute to strategic, delivery and operational planning meetings convened by the Team/Deputy Leader and/or FCDO
* Undertake ad-hoc troubleshooting assistance to countries as required
* Ensure country grant teams have the necessary training and tools to ensure project-level compliance
* Assist with the monitoring of grants at contractual and programmatic levels, working alongside the programme technical, MEL and communications teams
* Undertake international travel within the target regions to support/mentor/troubleshoot and/or to carry out the implementation of grant activities with country and project partners, where necessary
* Manage and support the professional development of grant support staff, associates and analysts
* Deliver or support training and capacity development as required in grant management
Programme management:
* Tracking and reporting of the programme key performance indicators (KPIs)
* Programme KPI delivery and management
* Programme reporting (monthly delivery meetings, quarterly reports, annual reviews and reports)
* Fund reporting and process quality assurance
* Fund financial forecasting and reporting
* Risk and issue management
Relationships
* The Grants Delivery Manager will be line managed by the Deputy Team Lead
Key Competencies and Professional Expertise/Competencies Preferred:
* Experience in large-scale project management, ideally in a climate or international development context
* Strong experience with programme governance, fund management, and resource mobilization
* Excellent communication and stakeholder management skills, with a demonstrated ability to work with government agencies, technical experts, and international stakeholders
* Ability to manage multiple workstreams, meet deadlines, and lead a multi-disciplinary team
* Experience working with public-sector entities, including familiarity with the FCDO or other governmental development bodies, is desirable
